About this file
Addendum 1 for RFP #SCSRFP-25-011 is issued by the Schenectady City School District, detailing requirements for a Weapons Detection and Screening System across multiple school buildings. The document provides comprehensive details about screening needs for six school locations, including Central Park Middle School (CPMS), Oneida Middle School (OMS), Maple Park Middle School (MPMS), and Schenectady High School (SHS), with varying entrance configurations and student population sizes ranging from 650 to 1,200 students. The addendum specifies requirements for portable systems, with two systems needed at the high school and one at MPMS for outdoor sporting events, capable of being moved and operational within 30 minutes.
The document clarifies key technical and operational specifications for the weapons detection system, including no specific requirements for battery power, image capturing, or USA manufacturing. Privacy and security are prioritized, with data required to remain on-site and comply with state privacy laws. The school district emphasizes a "touch-free" screening process targeting bladed weapons under 3" without comprehensive student screening. Additional site visit questions reveal sensitivity to potential perceptions of surveillance, with concerns about making students feel like they are in a "jail-like" environment. The district has an existing policy for backpack and personal searches, conducted by building administrators, and notes that students generally do not carry personal computing devices during the school day.

ADDENDUM TO RFP DOCUMENTS
RFP#: SCSRFP-25-011 Weapons Detection and Screening System
ADDENDUM NUMBER: 1
DATE: October 29, 2024
TO: Interested Proposers:
This addendum is being issued to modify the previously-issued RFP documents and/or given for informational purposes, and is hereby made a part of the document. Please attach this addendum to the document in your possession.
1. How many entrances per building will require screening? How many students per entrance will be screened? What is the time allotment for screening per entrance?
a. CPMS- 1 entrance 650 students- 20-30 mins
b. OMS (2)- 1 primary entrance 650 students, 1 rear accessible entrance
(limited use)- 20-30 mins
c. MPMS- 1 entrance 700 students 20-30 mins
d. MPMS (sports)- One public entrance outdoors
e. SHS (3)- One entrance 1200 students 30 mins, One entrance 800 students 20 mins, One visitor entrance, low-volume, public screening
f. SHS (sports)- One interior entrance for public (indoor sports) different entrance than normal student and visitor entrances - Two field entrances for public (home and away) (outdoor sports) Generally, indoor and outdoor sports do not run at the same time, so these systems can be shared.
2. How many systems require true portability? Is there a maximum weight requirement - for system movement and transport? What is maximum time requirement for portable setup and breakdown?
a. 2 systems at the HS and 1 at MPMS must be able to be used outside for sporting events. No weight restrictions for lifting, but should be able to be moved and online from point A to point B in under 30 minutes.

3. What power options are requirements. Example: 110v, Battery, PoE Does the system require a battery power option? What is the minimum/preferred required battery life for continuous operation?
a. There are no battery restrictions, we have in-house electricians that can configure any setup and we have power to all potential locations.
4. Is object location assessment a requirement (to assist with secondary screening)?
a. Object location assessment is not required. Our goal is to create a process that is as “touch free” as possible but can be supported as needed.
5. Is image capture of individuals required (i.e. for evidentiary purposes)? Are built-in cameras a requirement? Does the system require an option to network with your existing cameras?
a. There is no requirement to network with existing cameras. Image capturing is not required. Built in cameras are not required.
6. Is data permitted to be transmitted outside the school network, or for student privacy concerns, does the data need to remain within the school’s network/environment?
a. All must be compliant with state privacy laws, generally meaning data is maintained on-site.
7. Does the system need to be networked into your central security office (i.e., for monitoring purposes)? Is there a requirement for the system work without internet or cellular service?
a. If the system is able to be integrated to our existing system it will be, but it is not required. All building entry points have wireless access points in close proximity if network is required. The wireless network would need to be evaluated if required at outside locations.
8. Is there a requirement that the system be made in the USA?
a. There is no requirement of where the system is manufactured or produced.
9. Does the system need to adhere to any fire code requirements (i.e., gate width or ease of movement) for emergency egress?
a. The system must comply with state and local fire regulations, providing proper ingress and egress.

Questions from the site visits (some may be repetitive)
1. What is the pushback for not wanting a weapon detection system?
Some data shows that certain populations are targeted more often by weapons detection systems, particularly urban areas. The feeling of “being in jail” is not the desired outcome.
2. What is the smallest threat item you want to target?
Without screening all students, we would like to be able to screen for bladed weapons as well, recognizing that blades under 3” will be hard to detect without heavy numbers of secondary screening.
3. Do students carry chrome books, laptops or other computers on their person?
In general, students do not carry these items, they are kept in school.
4. Is there a policy in place for searching backpacks and people?
Yes, we have a policy that says building administrators will do the searching, but can direct other staff to do such searches in their presence.
5. What is the number of students in each building?
Answered above
6. What is the number of entrances being used for each building?
Answered above
7. Will you be tying it into your camera system?
If it can be integrated it will be, not required.
8. Are there any high voltage power lines under or close to where the systems will be placed?
Not to our knowledge, normal electrical lines run throughout.
