About this file

This is Addendum #1 issued by the Florida Department of Agriculture and Consumer Services (FDACS) for Invitation to Bid No. FFS 24 25 117 regarding 2024-2025 Invasive Plant Herbicide Treatment at Little Big Econ State Forest. The document addresses several clarifications including an extension of the contract end date to July 30, 2025, and specifies that treatments can begin any time after the purchase order is issued. Key operational requirements state that cogon grass areas cannot be mowed before spraying, and triclopyr or imazapyr herbicide cannot be mixed with glyphosate herbicide when spraying cogon grass. The herbicide application must not be performed when sustained winds exceed 10 MPH, and adjustable sprayer nozzles must be used to reduce non-target spray.

The addendum removes the previously required $500,000 chemical drift control liability insurance requirement, as this is not a forestry site preparation activity. It clarifies that there is no minimum 300-foot buffer between treatment areas and adjacent private property, despite what maps in Appendix I may have indicated. Questions regarding the addendum can be directed to the Purchasing Office at (850) 617-7181 or Bids@FDACS.gov.

ADDENDUM 1

DATE: February 24, 2025

TO: VENDORS

FROM: Brittany Harvey, Procurement Officer

RE: Invitation to Bid No. FFS 24 25 117, 2024 - 2025 Invasive Plant Herbicide Treatment Little Big Econ State Forest

This addendum is to provide answers to questions received in reference to this Invitation to Bid.

Question / Answer

1. Could the contract end date be extended?

Yes, the contract end date can be extended to July 30, 2025.

2. Can we mow the cogon grass areas before spraying?

No, the cogon grass areas cannot be mowed before spraying them.

3. Can we mix triclopyr or imazapyr herbicide in with the glyphosate herbicide when spraying the cogon grass?

No, triclopyr or imazapyr herbicide cannot be mixed in with the glyphosate herbicide when spraying the cogon grass.

4. Section 1.2 of the above-referenced ITB states that the Anticipated Posting of

Recommended Award will be on March 04, 2025. However, Section 2.5 states that treatments must begin no later than March 3, 2025. Can the Department confirm the Posting of Award and treatment start dates?

Treatment can begin any time after the purchase order is issued. All work shall be completed with the final invoice for payment by July 30, 2025.

5. Section 4.18 states “The contractor shall carry a minimum of $500,000 chemical drift control liability insurance”. Drift insurance is often requested when a project involves applying large volumes of herbicide to vegetation throughout the project site in a non-targeted manner, for example in forestry site preparation activities.

The drift insurance will not be required for this project. This is not a forestry site preparation activity.

6. Section 2.5 states that “the application of herbicide will not be permitted when sustained winds are greater than 10 MPH in order to prevent drift to non-target species” and that the application must be performed “using adjustable sprayer nozzles (e.g., bronze-type, adjustable nozzles) to reduce non-target spray.’’

Yes, the above information is correct.

7. Based on Section 2.5, the herbicide application for this project will performed in a targeted manner, and will not require high-volume broadcast spraying as implied by Section 4.18. Additionally, the maps provided in Appendix I indicate that there is a minimum 300-foot buffer between the treatment areas and adjacent private property.

There is no minimum 300 foot buffer between the treatment areas and adjacent private property.

8. The requirement of drift insurance for this project will increase the costs to the contractor and to FDACS. Given the targeted application required by this ITB and the buffer between the treatment areas and private property, does FDACS consider the additional cost of drift insurance to be necessary for this project?

The drift insurance will not be required for this project. This is not a forestry site preparation activity.

This Addendum is hereby incorporated into and made a part of the above noted Invitation to Bid.

All other terms, conditions, and specifications of this Invitation to Bid will remain the same. For questions regarding this Addendum, please contact the Purchasing Office at (850) 617-7181 or email at Bids@FDACS.gov.
