About this file

This is Addendum One to RFB #2506 issued by Kenosha County, Wisconsin for the Employee Jail Elevator Repair project at the Kenosha County Public Safety Building. The addendum addresses several contractor questions regarding the hydraulic jack assembly replacement, including approval of an alternate manufacturer (ITI Hydraulik) in addition to major elevator manufacturers like Schindler, OTIS, and Thyssen Krupp. It also modifies specification language regarding cylinder hole drilling conditions and adds Custom Elevator Manufacturing Company and Hydraulic Elevators, LLC as approved manufacturers.

The estimated project cost is $85,000. The addendum clarifies that the General Contractor will be responsible for cleaning up oil and spoils in the pit, with costs to be included in the project bid. A significant change involves the cylinder hole specifications - contractors must now assume sufficient hole size/depth in the base bid and provide separate rates for vacuum truck and indoor drilling, rather than the original language prohibiting additional compensation for unusual soil conditions. The addendum includes two pages of existing elevator plans showing equipment room layout and elevator sections.

Yes.

Questions & Answers:

1. We are interested in providing a proposal for the above referenced project (RFB 2506). In accordance with the bid documents, we are submitting this request for approval to bid a product other than is currently specified in the bid, as these are only major elevator manufacturers, and the bid is not requesting a complete elevator system to be installed, just the hydraulic jack assembly.

Division 14 indicates only jack assemblies from major elevator manufacturers (Schindler, OTIS, Thyssen Krupp, etc.) will be accepted. We are requesting approval to bid an alternate jack assembly (from ITI Hydraulik) which has been installed throughout the U.S. and has previously been approved at other State of WI facilities. The product meets the specifications and is fully code-compliant in the State of WI.

Please see attached a submittal provided for a different project that includes shop drawings and installation data.

A. We are ok with the proposed product

2. We are contacting you for a question as per Item 7 in the RFB.

Situation:

Specification Section 14 20 00, Part 3 Execution, Item 2.2 (Probably supposed to be 3.2) Installation, B. Cylinder Hole – This specification section states, “No additional compensation will be allowed for unusual soil conditions.” Typically, owners bear the risk and any costs associated with unforeseen conditions underground. These potential conditions include cave-ins, undersized holes and various other situations where vacuum trucks or drilling are required. When drilling is required, the drillers incorporate rock clauses into the agreements which are flowed up to the owner. Generally, rock clauses state that if the driller hits unforeseen conditions such as cave-ins, rocks, concrete, or water that change orders will be agreed to and paid for by the owner to continue drilling.

The cost for unforeseen conditions underground can range from a few thousand dollars to hundreds of thousands of dollars.

A. Spec Section 2.2.B Cylinder Hole – “No additional compensation will be allowed for unusual soil conditions” shall read “Assume hole size and depth are sufficient in the base bid. Provide rates Revised for vacuum truck and indoor drilling with bid.”
