About this file

This is Addendum No. 1 for Informal Request for Quotation IQ 25-016-CJ issued by Gloucester County, Virginia's Central Purchasing Department for Demolition Services of Four Properties. The addendum clarifies that contractors will have 60 days to complete the work once awarded, with the Purchase Order serving as Notice to Proceed. The scope includes demolition of four residential properties, with Property #1 requiring only removal of an addition while leaving the concrete slab and boarding up the exposed section. Property #2 requires selective shrubbery removal, temporary construction access measures, and septic capping. Properties #3 and #4 had no specific requirements noted beyond standard demolition.

The County reserves the right to make multiple awards per structure based on lowest responsible/responsive bidder rather than total price. Contractors are responsible for all permits, fees, and waste management costs. Professional liability insurance and construction risk insurance will not be required. While asbestos testing would normally be required for commercial properties, these residential structures only require best management practices for removal, including hosing down siding during demolition to prevent spore dispersal. The pre-bid meeting was attended by four companies: River Birch Construction, Zandler Dev, K Jones Landscaping Inc, and River City Equipment.

ADDENDUM NO. 1

Reference: Informal Request for Quotation: IQ 25-016-CJ Demolition Services- Four Properties

1. Question: “What is the deadline to complete the projects?” Response: The County will set 60 days to completion once the project is awarded. A PO will serve as the Notice to Proceed and will start the clock for the 60-day completion time. Keep in mind the County has the ability to award based on individual prices and therefore could have multiple awards. The County will work with the Contractor on phasing the properties, if a single contract is awarded.

2. Question: “Will you be awarding based on total for all 4 or individual pricing. For example, I mean if contractor A has the lowest price on demo one and contractor B has the lowest price on demo 2 will you be awarding each demo to a different contractor or is it solely the lowest total price?” Response: The County reserves the right to make multiple awards per structure. This will be determined by lowest responsible/responsive bidder.

3. Question: “I noticed it mentions asbestos testing is required to get permits to demo, by this time the bids are already submitted and the contracts awarded so what happens if there is asbestos in these buildings. Do we bid based on the worst case or does the county want pricing on the best case and then a change order. That’s a real tough one because asbestos can be in some, part, all or none of the buildings. I do believe this testing is only required for commercial structures though, right? Which none of these are.” Response: Yes, you are correct, asbestos testing is only for commercial. If it is a residential structure, we just advise best management practices on any removal. Most contractors know how to handle it correctly. If siding, hose down as removing so the spores do not rise in any demo.

4. Question: “The first demo needs to remove only the addition. What about repairing the structure remaining once the addition gets pulled off? It’s hard to bid something like that as you do not know the extent of damage the addition would cause to the main structure, even if it doesn’t cause damage, it would leave the main structure exposed on one end. But I don’t see anything in the bid about this.”

Response: With the addition removal, the rest of the structure is in decent shape and the Contractor will be required to board up the section leading into the house once the addition is gone. The addition does not appear to be attached to the house and is free standing on this one.

5. Question: “I have a question regarding insurance requirements, page 26. Will these 2 items be required for this bid?

a. e. Professional Liability/Errors and Omissions - $500,000 – per occurrence. (If required by the contract or Purchasing Agent.)

b. f. Construction – All Risk Builders Risk Property insurance on the completed value of all such work, with exclusions for design or defects removed by policy endorsement, if required by subsequent contract or Purchasing Agent.

Response: Professional liability and Construction will not be required for these properties.

Comments from the Pre-Bid Meeting:

Property #1:

• It appears power is active at the addition. The Contractor can access the electrical panel in the home and cut off power prior to demolition.

• Remove Addition only and leave the concrete slab.

• No need to cap well or septic for this property. Septic located behind the home.

Property #2:

• Remove only the shrubbery that is needed to get the job complete.

• The Contractor can set up machinery on the left side of the home; a temporary construction access should be used such as logging mats to lay down for a temporary usage for any machinery to avoid ground rutting.

• The County shall contact the Health Department to locate the septic; the septic will need to be capped.

Property #3:

• No questions or comments

Property #4:

• No questions or comments All properties:

• Contractor is responsible for all permits and fees to pull those permits.

• Contractor is responsible for all fees associated with Waste Management.

• Asbestos: not required for these residential properties; none are considered commercial.
