About this file

This is an addendum issued by the California Department of Parks and Recreation for the Tehachapi Vista Point Trail Rehabilitation Services project at Antelope Valley California Poppy Reserve State Natural Reserve (Bid No. C15E0034). The addendum, issued February 29, 2016, addresses questions regarding plant salvage, replanting, and maintenance requirements for a new accessible trail project with bids due March 3, 2016. Key project specifications include reducing the contractor qualification requirement from experience with 20,000 plants to 1,000 plants, confirming the maximum project disturbance area is 2 acres or less, and establishing that all disturbed areas must be replanted including temporary access roads, staging areas, and old trail removal areas.

The addendum clarifies several technical requirements including: no vehicles will be allowed on the 5-foot wide trail, salvaged plants must be within or near the construction area, vegetation coverage must be 70% native species, and containerized salvage plants may be grown in nearby counties with similar climate conditions upon DPR approval. While specific pricing terms are not included, the document indicates this is a comprehensive trail rehabilitation project involving plant salvage, replanting, irrigation, and maintenance components. The addendum references an attached layout plan showing the scope of work area, though this is not included in the provided document.

ADDENDUM #1

Issued: February 29, 2016

ANTELOPE VALLEY CALIFORNIA POPPY

RESERVE STATE NATURAL RESERVE

Tehachapi Vista Point Trail Rehabilitation Services

Bid No. C15E0034 Deadline for Bids: March 3, 2016 2:00 PM (PST)

The changes in this addendum shall be included in the Project and this addendum shall be part of the Project documents. All conditions not affected by this addendum shall remain unchanged.

1. The following are questions received regarding the solicitation and the answers to the questions:

a. It would be very helpful for the scope of work to include a map of the area that needs to be planted/salvaged - is it the full length of the Tehachapi Vista Point trail? What would be the width of disturbance? A schematic map from the "Accessibility Improvements project" would do the trick. I tried to find this bid/contract to look, but I am not an experienced user of Cal Eprocure and wasn't about to find it.

Answer: Attached is a plan that shows the scope of work area. All plants to be salvaged should be within or nearby of the proposed construction activity only.

b. After looking at the area yesterday, there are many fewer than 1,000 native grass plants to be salvaged, even without the map. Why is it necessary to have experience with doing jobs of propagating over 20,000 plants to qualify for this contract?

Answer: The specifications of “experience with doing jobs of propagating over 20,000 plants” should be changed to “1,000”.

c. Other than the salvage, it looks like all the seed to be collected are to be sown on site (or increased off-site), even some of the seeds of perennial species. There doesn't seem to be any other container plants requested (like plugs of the perennial species), so again, I am puzzled by the qualification of having to have done jobs of 20,000 plants prior to this project.

Answer: The specifications of “experience with doing jobs of propagating over 20,000 plants” should be changed to “1,000”.

Addendum #1 IFB Bid Number: C15E0034

d. To the west of the Godde viewpoint, there are plants of a perennial lupine species that would be worthwhile to salvage. If the new accessibility trail goes this far, it would be great to save them and include them as part of the salvage.

Answer: Attached is a plan that shows the scope of work area. All plants to be salvaged should be within or nearby of the proposed construction activity only.

e. On the project deliverables, part f, page 13/17 the definition of establishment, for my tax dollars, probably should say 70% NATIVE vegetation cover.

Answer: Part f should be 70% native vegetation coverage

f. I'm trying to figure out if a small truck with a water tank would be able to drive on the new handicap accessible trail for maintenance (watering) of the seeds after they are planted. (i.e. is the new cement walkway going to be wide enough for a tacoma?) The weeding part of maintenance called for in the project description obviously wouldn't require vehicle access, but it's not clear how water is to be delivered to the rehab area - how the portable tanks would access the areas to be irrigated.

Answer: No vehicles allowed on the trail. The trail when constructed is only 5 feet wide.

g. Would you ask the project manager if the proposed access road "to be constructed and removed by contractor" [of access improvement project contractor] also needs to be replanted, along with the primary project staging area, areas around the retaining walls and the current, existing dirt trail? Or is this project limited to the newly contracted trail only?

Answer: All disturbed areas need to be replanted. This includes the temporary access roads, staging areas, removal of old trails, and rehab disturbance along the edges of the proposed trail.

h. The project description includes the seeding rate per acre but doesn't actually say how many acres are involved. A maximum acreage estimate would be helpful.

Answer: The estimated maximum acreage of disturbance is 2 acres or less.

Addendum #1 IFB Bid Number: C15E0034

i. On p. 13/17, part d: location of where containerized salvage plants are to be grown: could the container plants be maintained in a nearby county not listed (i.e. Riverside Co.) at a comparable elevation with a similar climate with approval?

Answer: The location of where the containerized salvage plants could be grown in a nearby county location that has similar climate conditions upon DPR approval.

2. The following language has been revised in the IFB:

a. Section 2.1, Qualifications, Page 11 of 17, Paragraph d., Revise as follows: “Contractor must have a minimum experience of successfully completing two large projects with propagation of approximately 20,000 1,000 plants.”
