About this file

This document is an addendum to a request for bids (RFB) for the Mansard Roof Repair & Replacement project at the Gettysburg Campus of Harrisburg Area Community College (HACC). The addendum includes changes to the table of contents, bid form, alternates, and unit prices sections of the project manual, as well as changes to the temporary facilities and controls and acrylic anti-carbonation coating specifications. It also adds a new construction repair item detail. The addendum provides meeting minutes from the pre-bid conference and requires bidders to submit a barricade/temporary enclosure plan within 15 days of the contract award.

The base bid requires the contractor to complete the mansard roof repair and replacement work in accordance with the contract documents. Alternate #1 adds the option to remove and replace the roof panels at the arcade. The unit price item covers the removal and replacement of 5/8" OSB sheathing. Bidders are required to provide their bid, bid security, non-collusion affidavit, and MBE/WBE utilization form by the due date.

b. Cover all intake vents near the work area.

c. Set up wind breaks when needed.

d. Minimize or exclude all personnel not directly involved with the coating application.

e. Provide adequate ventilation.

B. Surface Preparation:

1. Cleaning: Surfaces should be clean and free of oil or grease. All loose materials and foreign matter should be removed from the substrate. All mildew and algae must be removed from the substrate with a solution of one tablespoon of Tri-Sodium Phosphate and two pints of liquid bleach in one gallon of water (0.125 to 0.25 liters per liter). Rinse thoroughly with clear water. Surfaces should be pressure washed and allowed to thoroughly dry prior to application.

2. Previously painted surfaces should be primed with 7031-100 water-based acrylic primer at a rate of 175-400 square feet per gallon.

07245 - 5

3. EIFS should be primed with 7031-100 water-based acrylic primer at a rate of 150-300 square feet per gallon.

4. New concrete, masonry and wood surfaces should be primed with 3090 Multi- Grip II primer at a rate of 100-400 square feet per gallon.

5. Ferrous metal should be clean and rust free. Prime using 33304/99953 Chem- O-Pon or 3090 Multi-Grip II primer at a rate of 200-300 square feet per gallon.

6. Copper, Aluminum, Lead, etc. should be primed with 188/942 Mist-Coat II primer at a rate of 400-500 square feet per gallon.

7. Galvanized metal should be solvent-wiped and primed with 188/942 Mist-Coat II primer at a rate of 400-500 square feet per gallon.

B. Decorative Concrete and Masonry Coating: Mix Neocrylic HB at slow speed with drill and mixing paddle to ensure uniform color and aggregate disbursement and to minimize air entrapment.

1. Neocrylic HB is meant to be applied as a two-coat system, achieving a total dry-film thickness (DFT) of 12 – 16 mils. Apply Neocrylic HB by brush, spray, roller or spray-and-backroll. Spray apply Neocrylic HB coarse for best results.

Maintain proper uniform wet-film thickness (WFT) during application to ensure the performance characteristics desired. Always work to a natural break and maintain a wet edge during application. For uniformity of color and texture, application techniques must be consistent throughout the project. Inconsistent application techniques will produce texture or color variations.

2. Roller: Use a quality ½” – 1 ¼” nap roller cover (lamb’s wool preferred).

Completely saturate the roller and keep it loaded with the coating to build the required mils. Never dry roll. Roll the coating in a consistent fanlike pattern to achieve uniform thickness and maintain a wet edge. Backroll in one direction as stroke variations may result in uneven color and texture.

3. Brush: Application by brush is recommended only for small inaccessible areas, e.g., on touch-ups. Use a nylon brush only.

4. Spray: Equipment is available for spraying all grades of Neocrylic HB. For fine and coarse textures, it is necessary to use a heavy-duty sprayer designed for the application of coatings that contain texture. Gun pressure should be around 30 psi. Backrolling after spray application is strongly recommended to achieve uniform texture and film thickness.

3.04 CLEANING

A. Remove wet adhesives, base coats and finish products from equipment and tools with water. Remove dried materials mechanically.

B. Clean up and properly dispose of all debris remaining on job site related to application.
