About this file

This is Addendum #1 to a Request for Proposals issued by the Minnesota Department of Natural Resources for construction administration services on the Minnesota Valley State Trail - Nine-Mile Segment (SWIFT Event #2000018771). The addendum, dated October 20, 2026, modifies the original RFP by changing the contact person for proposal-related questions to Monica Hanson, Contract Officer at the Department of Natural Resources (Monica.Hanson@state.mn.us). Questions must be submitted 10 days prior to the SWIFT Event End Date of November 4, 2026 at 2:00 PM Central Time. The contract encompasses construction administration, material sampling, testing, and inspection services for a 2.2-mile multi-use pedestrian trail segment in Bloomington, Hennepin County that includes grading, aggregate base, bituminous surfacing, drainage structures, and an 81-foot prestressed concrete bridge. Tree clearing is anticipated to begin in winter 2026/2027 with main construction occurring in summer 2027. The anticipated contract term runs from November 2026 through November 2028, with options to extend an additional two years in increments determined by the State.

Proposals are evaluated on a 1,000-point scale comprising work plan (400 points), qualifications and experience (300 points), and cost detail (300 points), with selection anticipated by November 13, 2026. An additional 120 preference points are available for certified targeted group, economically disadvantaged, and veteran-owned businesses. All construction inspection and material testing must be performed by technicians holding appropriate MnDOT technical certifications, and work must be performed by or under the direct supervision of a Minnesota-licensed engineer. Cost proposals must include maximum hourly rates and job titles for all personnel using Attachment C. Payment is made monthly as deliverables are accepted, with final payment upon completion and MnDOT State Aid closeout approval. Businesses executing contracts exceeding $100,000 must obtain or apply for Workforce and Equal Pay Certificates through the Minnesota Department of Human Rights unless they employed fewer than 40 people on any single day during the prior 12 months. All data processing and storage must occur within United States borders, and responses must be submitted through the SWIFT Supplier Portal with multi-factor authentication.
