Contractors must possess a South Dakota contractors' excise tax license and comply with resident subcontractor requirements under SDCL 5-18B-6, certifying that no more than twenty percent of labor costs are provided by nonresident subcontractors unless documented unavailability of resident contractors at competitive prices.
