About this file
This is Addendum #1 to a Construction Manager Request for Proposal issued by Genesee Intermediate School District on July 31, 2026, for the New Business Services Building project. The addendum clarifies critical project parameters and submission requirements for construction management services. Bidders must provide staffing plans, insurance documentation, and a preliminary project schedule indicating their assumed construction-phase duration. The project involves hard construction costs estimated between $7.5 million and $9 million within a total $10 million budget, with construction anticipated to commence in summer/fall 2027 and substantial completion targeted for late 2027. The selected architect for the project is IDS, and architect selection and contracting remain the Owner's responsibility. Bidders should propose their own construction-phase duration assumptions rather than using a uniform Owner-established timeline, as staffing hours, personnel costs, and General Conditions are dependent on the anticipated project schedule.
Key pricing clarifications include that the Cost of the Work cap of $10 million applies to all project costs, while the CM fee is calculated only against hard construction costs in the lower $7.5 million to $9 million range. General Condition items must be listed as a percentage in the proposal and are reimbursed monthly at cost by the district when invoiced with documentation. The insurance fee is calculated as a dollar amount per $1,000 applied only to the CM fee, not the total project budget. The draft C132 agreement and associated exhibits remain subject to revision during final contract negotiations, with certain exhibits currently incomplete. A bid extension has not been granted at this time.

Addendum #1 Construction Manager RFP Genesee Intermediate School District Issue Date: 7/31/2026
1. Cost of Work amount
The RFP describes approximately $7.5 million to $9 million in hard construction costs within a total $10 million budget, while the draft C132 identifies a $10 million fixed limit for the
Cost of the Work.
The difference between the RFP and the C132 is that the C132 includes the entire budget. The amount of hard construction costs the CM will oversee, however, is the lower amount listed in the RFP. The C132 is also a draft and subject to change in terms of monetary figures.
2. General Conditions treatment
Appendix D requests a General Conditions percentage range. Portions of the C132 state that
General Conditions identified in Exhibit B may be included in the CM fee, while Exhibit B indicates they may be paid monthly at cost and included in the Cost of the Work.
The General Condition items’ amount (%) must be listed in the RFP proposal form so the district can understand the amount the CM will charge for these items. The cost of those
General Condition items is included in the calculation of the Cost of the Work which the
CM’s fee as calculated against. However, the cost of the General Condition items is reimbursed by the school district monthly when they are incurred by the CM and invoiced with documentation.
3. Insurance fee calculation
Appendix D requests a dollar amount per $1,000 and states that the charge applies only to the
CM fee. The draft agreement contains language referencing a percentage of the total project budget.
The insurance is only calculated against the CM’s fee and not the total budget.
4. Contract exhibit numbering
Section 13.2 of the C132 lists Exhibits A-G with descriptions that do not match the actual
Exhibits A-I attached behind the agreement.
The C132 is in draft form and to the extent Exhibit letters do not align they will be updated in final once all exhibits are completed.
5. Incomplete exhibits
The detailed project description, responsibility matrix, anticipated project schedule, staffing plan and insurance exhibits are blank or marked “attached.” Confirm which bidder-prepared materials are expected with the proposal.
The Exhibits will be completed during final C132 contract negotiations. The bidder must provide a staffing plan and insurance, and all other documents required by the RFP.
6. General Conditions detail at proposal stage
Confirm whether GISD wants only the requested percentage range or also a detailed preliminary General Conditions breakdown with the proposal.
Please provide the % range. If the bidder also has a detailed preliminary General
Conditions items breakdown, that could be submitted with the bid to better clarify the proposal and information provided so the ISD can better analyze the proposal.
7. Preliminary proposal schedule
Confirm whether bidders should include a preliminary project schedule now, particularly because the personnel cost, staffing hours and General Conditions depend on the anticipated duration.
Yes, please provide a proposed schedule which staffing is based upon and any information on how it would be scalable if the schedule were to be adjusted.
8. Architect Selection
Please confirm whether the Architect for the New Business Services Building has been selected. If selected, please identify the firm and its current design phase. If the Architect has not yet been selected, please provide the anticipated selection schedule and confirm that selection and contracting of the Architect will remain the responsibility of the Owner
The architect for the project is IDS.
9. Schedule Clarifications
Appendix A identifies construction in summer/fall 2027 and project completion in late 2027;
however, the construction commencement and Substantial Completion dates in the draft
Agreement and Exhibit F are not populated. Please confirm the anticipated groundbreaking or mobilization date, required Substantial Completion date, and target Owner occupancy date. Please also confirm the anticipated overall construction duration so proposers can consistently develop staffing, personnel reimbursable costs, and General Conditions.
The C132 is in draft form and contains blanks in certain areas that will be filled in once the schedule and other information if finalized during final C132 contract negotiations.
10. Bid Extension
At this time will a bid extension be considered?
No
11. Does the Owner prefer that all respondents prepare their pricing and RFP responses using a single, uniform construction-phase duration assumption established by the Owner, or does the Owner prefer that each Construction Manager qualify and state its own assumed construction-phase duration within its Proposal?
Construction Manager should stats its own construction phase duration with proposal.
