About this file

This is Addendum #1 to Request for Qualifications 2026-011 issued by Spalding County, Georgia for a Comprehensive Master Plan update. The addendum provides clarifications to the original solicitation regarding submission procedures, required attachments, and qualifications for the project manager. Spalding County seeks qualified professional planning firms or multidisciplinary teams to provide comprehensive professional services for the County's Comprehensive Plan 5-Year Update, including preparation of an updated Community Work Program and all supporting activities necessary to ensure compliance with Georgia Department of Community Affairs (DCA) Minimum Standards and Procedures for Local Comprehensive Planning. The project scope encompasses project management, data review and analysis, public and stakeholder engagement, development of required plan elements, preparation of an implementable five-year Community Work Program, coordination with County staff and partner agencies, facilitation of public hearings, and preparation of adoption-ready materials for submittal to DCA. Respondents must submit paper copies only—one original plus four additional copies—delivered to Spalding County Annex, 119 E. Solomon Street, Griffin, Georgia 30223, Attention: Mitzy Campbell, Purchasing Agent.

The addendum clarifies that Attachment C, the County's Community Work Program, is required to be submitted with the proposal, though specific formatting details were not fully detailed in the original solicitation. Regarding qualifications, the County confirmed that project managers may satisfy experience requirements by demonstrating prior DCA Comprehensive Plan experience obtained before joining their current firm, and ongoing Comprehensive Plan experience for plans not yet completed and submitted to DCA is acceptable if the names of the relevant jurisdictions are provided. The selection process is qualifications-based, with awards determined primarily on demonstrated competence, professional qualifications, relevant Georgia comprehensive planning experience, DCA compliance knowledge, project understanding, quality and feasibility of proposed approach, and availability of key personnel.

ADDENDUM #1 2026-011 COMPREHENSIVE MASTER PLAN

1. Can the County please confirm if this is an electronic submittal? No electronic submission. Must be paper copies, original plus four (4) copies.

o If so, where should we submit our responses? (Task K - Submission Instructions on page 10 does not detail the information – it looks like the fillable fields were left blank) o Or if the County would prefer physical copies, how many would they like and where should we deliver proposal to? Delivered to: Spalding County Annex, 119 E.

Solomon Street, Griffin GA 30223 Attention: Mitzy Campbell, Purchasing Agent

2. Can the County please clarify what Attachment C is? Is this required to be submitted with our proposal? The form states that a copy of the County’s CWP is attached, but there does not appear to be any attachments to go along with the form. (other than the bullet points - is there meant to be an actual spreadsheet to fill in?) CWP attached

3. Can we list some DCA Comprehensive Plan experience from the project manager prior to joining our firm to meet the criteria in section H, #5 on page 9? Yes

4. Would the County also accept ongoing Comprehensive Plan experience for a Plan that will be submitted to DCA that has not been completed? Yes, please provide the names of jurisdictions the work is/was performed.
