About this file

This is Addendum No. 1 to a Request for Bids issued by the City of St. Marys, Georgia for the LS #13 Rehabilitation project in St. Marys, Georgia. The project involves the rehabilitation of Lift Station 13, located at 1230 Douglas Drive (coordinates: 30.756249, -81.566672), with bids due by 2:00 P.M. local time on March 31, 2026. The addendum clarifies that pre-bid meeting attendance is not mandatory, confirms the project is federally funded and must meet Buy American Build American Act (BABAA) requirements, and provides updated sewer flow data indicating approximately 552 gallons per minute entering the existing lift station. Bidder questions must be submitted seven business days prior to the bid opening date, with addenda issued no later than seventy-two hours before the bid opening. The addendum removes Armorock polymer concrete as an alternate bid option and revises multiple contract documents and technical specifications, including drawing sheets C-101, C-301, C-303, and C-304, and sections covering precast concrete (03400), coatings (09900), protective lining for concrete (09980), and submersible wastewater lift station equipment and controls (11310).

The project specifications detail the construction of a new triplex submersible pump lift station with three pumps designed for a capacity of 2,480 gallons per minute at 122.9 feet of total dynamic head. Acceptable pump manufacturers include Grundfos, Xylem, or BABAA-approved equivalents, with motors rated for 480-volt, three-phase, 60-hertz service. The specifications require motors to meet IE3 efficiency standards, be Factory Mutual-approved for Class 1, Division 1, Group C & D hazardous areas, include proprietary monitoring and control units with thermal and moisture switches, and feature stainless steel and cast iron components protected by powder coating. Protective lining materials for concrete surfaces must be high-build epoxy systems with minimum dry film thicknesses of 125 mils, with approved manufacturers including Sherwin-Williams (Dura-Plate 6100), Protective Liner Systems (PerpetuCoat PLS-614), Warren Environmental (Warren 301-14), Tnemec (Epoxytec CPP Sprayable), or SpectraShield systems. All surface preparation, application, and quality control must be performed by manufacturer-approved applicators, with the contractor providing a minimum three-year warranty on workmanship and the manufacturer providing a minimum five-year warranty on products.

2. Keep containers sealed until ready for use.

3. Do not use materials beyond manufacturer’s shelf life limits.

4. Paint, coatings, reducing agents and other solvents must be stored in original containers until opened: if not resealable, they must be transferred to UL approved safety containers. All handling of paint and related products must comply with the occupational Safety and Health Act

(OSHA).

1.08 PROJECT/SITE CONDITIONS

A. Shop Priming:

1. Furnish all labor, materials, equipment and incidentals required for the surface preparation and application of shop primers on ferrous metals, excluding stainless steel, as specified herein.

2. Ferrous metal surfaces subject to continuous or intermittent immersion or high temperature exposure shall be sandblasted to a near-white grade in accordance to specification SSPC-SP-10. All blasted surfaces must be coated the same day as blasted. Acceptable paint types are Sherwin- Williams Series B62Y110 Copoxy Shop Primer (3-5 mils DFT), Tnemec Series V69F Hi-Build Epoxoline II (3-5 mils), Induron, rust inhibitive Polyamide Epoxy Primer PE-70 (3-5 mils) or PPG PMC Amercoat 370 (4- 6 mils DFT).

3. All other ferrous metal surfaces subject to normal industrial exposure shall be sandblasted to a commercial grade in accordance to specification SSPC-SP-6. All blasted surfaces must be coated the same day as blasted.

Acceptable paint types are Sherwin Williams Series B67 Recoatable

Coatings 09900-6 CSAV250003
