About this file

This document is an Addendum (#1) for Sink Restroom Renovations at Blue Ridge Community College in the State of North Carolina. The addendum provides detailed clarifications and specifications for a two-phase construction project involving comprehensive renovations of first and second-floor restrooms. The project scope includes replacing numerous fixtures and components such as toilets, urinals, stall compartments, faucets, lighting, mirrors, electrical outlets, and HVAC elements. The contractor will complete the first-floor men's and women's restrooms entirely before proceeding to the second-floor renovations, with specific requirements about working hours, elevator usage, dust control, and scheduling around college events like final exams and graduation.

The document includes several alternates for bidding, such as ADA door openers, hard-wired sensors, entry door deadbolts, LVT flooring, exit signs, PVC corner guards, and undercounter panels to hide plumbing. The contract will be awarded based on the base bid, with additional options for the listed alternates. Working hours are flexible (24/7) with some restrictions during specific college events, and the contractor must provide dust control measures, padded elevator wall protection, and complete all work to meet the college's specifications. The renovation aims to modernize and improve the restroom facilities while minimizing disruption to college operations.

Addendum #1 Sink Restrooms – Clarifications, Questions & Answers

Additional Alternates:

Add Alternate #6 PVC Corner Guards instead of Stainless Steel. The College would like add/deduct cost to substitute PVC, self-adhesive corner guards (similar to Grainger #5KZJ2) instead of the stainless steel specified in the Base scope specifications. This is not part of the Base bid.

Add Alternate #7 Undercounter Panels to Hide Plumbing. The College would like add/deduct cost to install panels under the countertops to hide plumbing. Below picture is a representation only. This is not part of the Base bid.

Please see the revised Bid sheet at the end of this Addendum which adds Alternate #6 and Alternate #7

Elevators Usage & hours: Contractor may use the elevator Monday – Friday from 5:00PM – 6:30AM and Saturday/Sunday all day & night. Elevator wall must have padded wall protection. This will be the contractor’s responsibility to provide & install.

There may be occasional times (due to State mandated testing and weekend classes) during the above days & hours when the contractor cannot use the elevator. The college will keep such events to the minimum possible. The awarded contractor will be informed of such times during weekly construction meetings.

Hallway, elevator and stairwell dust: The contractor should exercise all dust control measures possible to prevent dust. Such efforts should include temporary dust control walls, walk off sticky pads, blue booties and hallway floor protection. The contractor will be required to clean all areas affected by dust at the end of each work day.

Inspections for 2 Phase Construction: Contractor is to complete in its entirety the 1st phase (men & women restroom on the 1st floor before proceeding with the 2nd phase (2nd floor men & women restroom). This is to include all final inspections on the 1st floor restrooms so that they may be used. The owner must receive the approved final inspection on the 1st floor restrooms before giving permission to the contractor to proceed with the 2nd floor. The contractor will make plans for this in his permitting.

Contact info for Carolina Flooring: This is included only for the contractor’s reference as a source the contractor may use for installation. This is the contact info for the contractor that installed the existing LVT in the Sink building hallways and lobbies. The contractor is not limited to use only this contractor.

Question: May the Contractor work at night?

Answer: Yes (Excluding the days & time limitations elsewhere in this document regarding Final exams, State mandated testing & Graduation). The Contractor may work 24/7. The awarded Contractor will be issued a key for 24/7 access during construction.

Question: Do the countertops also get panels underneath to conceal the pipes?

Answer: No, but the Base bid is to include under sink piping covers for the drain and supply lines as shown in the below photo. However, Alternate #7 has been added to request separate pricing for under counter panels. The undercounter panels are not part of the Base bid.

Question: The Ada just 1st floor?

Answer: ADA door openers are only on the 1st floor restrooms. No ADA openers on the 2nd floor doors. Also, the contractor should note that this is an Alternate. Pricing is not part of the Base bid. Pricing is to include all electrical required for this to be a turn key job. Pricing should be on the separate line item for Alternate #1 ADA Door Operators (1st Floor Men and Woman).

Questions: Do the water hose bibs stay?

Answer: Existing wall hose bibs stay and do not get replaced.

Question: Mirrors same size as existing?

Answer: Yes. Same for same. It will be the contractor’s responsibility to take measurements of the existing.

Question: Does the floor drain grates get replaced or leave as is?

Answer: It is the College’s intent that the grates have the appearance of new. The contractor is to either clean and polish the existing, or replace with new. It is the contractor’s choice based on which option he determines is the most cost effective.

If Alternate #4 LVT Flooring is accepted by the Owner, the contractor will be responsible to raise the existing or new grate to the new floor elevation.

Question: Does square ceiling vents for fan and HVAC get replaced or repainted?

Answer: Thoroughly clean the existing. Remove all dust, dirt & rust. Use degreaser if necessary for proper paint bonding. Prep and paint with semi-gloss paint suitable for frequent cleaning. This applies to ALL other HVAC diffuser & intake covers as well.

Question: Will the wall colors stay the same when painting?

Answer: No. Colors will be determined after contract award. The contractor should plan the colors chosen might be lighter or darker than existing & pricing should plan for this.

The contractor should include sufficient coats of paint to provide sufficient coverage.

Also, there may be accent walls and the contractor’s pricing should plan on this.

Question: can the existing ceiling lights and soffit lights be converted to LED?

Answer: NO. The college wants new LED fixtures.

Question: The upstairs does it really need to be done during Christmas break only or can we start early if lower level is done?

Answer: Once the Contractor is 100% complete (including final inspections) with the 1st phase (men & women restroom), he may proceed with the 2nd phase (2nd floor men & women restroom) based on the following conditions:

The contractor will not be allowed to work day or night on Graduation day. This is currently scheduled for Friday, December 12th.
