About this file

This is Addendum #1 to an Invitation for Bids issued by the Town of Dunstable, Massachusetts, for the Central Cemetery Fence Restoration and Painting project. The Town seeks a qualified contractor to repair, selectively replace, prepare, prime, and paint approximately 750 linear feet of historic wood fencing at Central Cemetery. The work aims to restore the fence to sound condition while preserving its historic design, materials, proportions, and appearance. All work is subject to review and acceptance by the Town and the Dunstable Cemetery Commission. Prospective bidders are encouraged to conduct observational site visits to the publicly accessible Central Cemetery prior to submitting bids. The addendum clarifies that all firms submitting proposals must complete and submit an Addenda Acknowledgement Form with their bid response, and failure to do so may result in bid rejection.

The addendum addresses key bidder qualifications and bonding requirements. Contractors must demonstrate a minimum of three years of relevant experience in their trade, with comparable project experience and references considered in evaluating bidder responsibility but not eliminating the minimum requirement. A 5% bid deposit is required with each bid, submitted as a bid bond, certified check, or treasurer's/cashier's check. Upon contract award, the selected bidder must furnish a payment bond in the amount of 50% of the contract price as required by Massachusetts law. The addendum was released September 29, 2026, by Jason Silva, Town Administrator, with additional documentation and forms available on the Town's website at www.dunstable-ma.gov.

Addendum #1: Invitation for Bids - Central Cemetery Fence Restoration and Painting

This addendum modifies the original solicitation as described. The addendum may contain supplemental information, clarifications to the solicitation, or substantive changes to terms and conditions, unit pricing, or submittal dates and times. Those submitting a response to the solicitation are required to sign and acknowledge this addendum and include the form in the response. Failure to do so may result in rejection of the response.

Purpose: The Town of Dunstable is seeking a qualified contractor to repair, selectively replace, prepare, prime, and paint approximately 750 linear feet of historic wood fencing at Central Cemetery. The purpose of the work is to restore the fence to a sound condition while preserving its historic design, materials, proportions, and appearance. All work is subject to review and acceptance by the Town and the Dunstable Cemetery Commission.

Addendum to Specification: This Addendum provides responses to questions received from prospective bidders. This Addendum becomes part of the Invitation for Bids and contract documents.

Bidders should acknowledge receipt of this Addendum as required by the IFB.

Question 1: The IFB states that contractors must have at least three years of relevant experience in their trade prior to responding. Is this a firm minimum requirement, or may demonstrated comparable painting/restoration work, references, and project documentation satisfy the requirement?

Response: The requirement that contractors have at least 3 years of relevant experience in their trade is a minimum qualification requirement of the IFB. Bidders should provide sufficient information with their bid to demonstrate compliance with this requirement, including relevant experience, references, and/or documentation of comparable projects. Comparable project experience and references may be considered in evaluating bidder responsibility but do not eliminate or replace the 3-year minimum experience requirement.

Question 2: May prospective bidders conduct a site visit to inspect the existing cemetery fence and site conditions prior to submitting a bid?

Response: Yes. The Central Cemetery is publicly accessible, and the Town encourages prospective bidders to visit the site to familiarize themselves with existing conditions. Any inspection shall be observational only. Please do not disturb the fence, cemetery grounds, monuments, or other property.

Any questions as a result of a site visit should be submitted to the Town in writing. Only written interpretations or clarifications issued by the Town through an addendum shall modify or clarify the bid documents.

Question 3: Does the project require bonding?

Response: Yes. The selected bidder will be required to furnish a payment bond in the amount of 50% of the contract price, as required by Massachusetts law and the IFB.

The payment bond is required from the successful bidder as part of the contract award process; it is separate from the 5% bid deposit that must accompany each bid.

Question 4: What is the required 5% bid deposit, and should it be submitted as a check to the Town?

Response: The bid deposit is equal to 5% of the total bid amount and should be submitted with the bid in one of the forms permitted by the Massachusetts General Laws: bid bond, certified check, or treasurer’s/cashier’s check issued by a responsible bank or trust company.

Firms that intend to submit a proposal must include the Addenda Acknowledgement Form with their response and must acknowledge the receipt of Addendum #1.

The Addenda Acknowledgement Form is posted on the Town’s website, www.dunstable-ma.gov and is included with this addendum.
