About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the Classic Center Authority (CCA) in Athens, Georgia for a Parking Access Revenue Control System (PARCS) modernization project. The project covers an existing 5-level parking deck and related surface parking areas totaling 723 spaces. The addendum provides CCA's responses to 50 questions and clarification requests from potential respondents, covering topics such as equipment requirements, integration capabilities, signage, warranties, and timeline extensions. The RFQ submission deadline has been extended to April 1, 2024 at 2:00 PM.
The RFQ indicates that the selected vendor will be responsible for removing existing PARCS equipment and installing new equipment on a 1-for-1 basis. Current power, data, and concrete infrastructure will be utilized. Pricing is to be proposed, with CCA owning all system data. The RFQ also indicates a preference for cloud-based solutions, with on-premise servers also acceptable. The project is funded by CCA, with no mention of set-asides or incumbent providers.

ADDENDUM NUMBER ONE
(Addendum to RFP)
CCA RFQP# ARENA1-PARCS-1
PARKING ACCESS REVENUE CONTROL SYSTEM
The Classic Center Arena
Athens, Georgia
Date: March 19, 2024
From: Richard Sawyer, CCA Project Procurement Director
To: Potential Respondents
This Addendum forms a part of the Request for Qualifications No. ARENA1-PARCS-1 and modifies the RFQ as described below. Official changes and clarifications are highlighted. This Addendum consists of two (2) pages.
A. The CCA IS PROVIDING ANSWERS TO QUESTIONS and REQUESTS FOR CLARIFICATIONS RECEIVED (CCA Official Answers are underlined, below):
1. Would you like the four (4) entry stations to be equipped with a credit card reader so that they can be set to "pay on entry" mode? Yes
2. For the alternate proximity card only access entry, would you like it to include barcode reader, blue tooth capability, touch-screen pin-pad, and intercom? (these additional features are not a great cost for my product) Only prox required, but you may include additional functionality as options
3. Regarding Peripheral Hardware for Validation, we can certainly provide this.
However, we also have a system that can be used to validate from a web portal, eliminating the need for external hardware. Please let me know if you would like to exclude hardware for an additional cost saving on your project. Self service is our goal, so standalone hardware is preferred. If guests can self-validate without hardware, that is acceptable.
4. Regarding digital signage, is this already existing and you would like to tie it in with the new PARCS system, or how many new signs are needed? This would be new signage tied into the PARCS system. Digital signs are not currently in scope, but we want to ensure that they can be added later and controlled with PARCS equipment.
5. If requiring new signage, do you have a preferred vendor? No
6. If requiring new signage, would you like the signage to be LCD (as in, outdoor rated
'computer monitor' with ability to display high-quality images and variable messages) or LED (dot matrix)? Either is acceptable (signage is not in scope)
7. If requiring new signage, what dimensions are desired? Sized appropriately for locations (signage is not in scope)
8. If requiring new signage, would you like this to be pedestal mounted or wall mounted? Prefer pedestal (signage is not in scope)
9. Where will the sign(s) be located? At entrance gates (signage is not in scope)
10. We do have open APIs and can integrate with 3rd parties. Are there any specific third parties you are looking to integrate with in the future (but not a part of this proposal)?
IE Reservations, Data Analytics, Third Party Call Centers, Event Booking, etc. We do not have specifics at this time
11. Are there any specific 3rd party hardware peripherals you are looking to integrate with? IE LPR, Parking Guidance, RFID/AVI, etc. Not at this time
12. Will intercoms be managed by your onsite staff? Yes
13. Regarding the 11ft articulating gate arm—standard sizes are 10ft' long with an 84" clearance, and 12' long with a 98" clearance. Are either of these sizes acceptable? If not, can you provide the dimensions as illustrated in the attached document? 10 ft is acceptable
14. There is a company that is just as good (strong gates) and 2 yr warranty like Magnetic but lower costs. Could this be an alternate? Yes, can be proposed as alternate
15. Is the monthly only the surface lot? Guessing LPR there as well? Our surface lot is connected inside of our gates to our deck. Yes, LPR add alternate option at all gates.
16. For the Alternate Access Device, would that require an additional 12' straight arm magnetic barrier gate and saw cut loop, increasing the facility's total lanes from 8 to 9, or would this be replacing an existing entry on the project? It would be additional, and would be the 9th lane. This was a previously an operating exit lane and the equipment was removed for better traffic flow. We would like to convert it to a monthly only entrance, and it would require a 10 ft articulating gate arm
17. In reviewing the RFP for a PARCS solution for The Classic Center, I see one of the criteria is it be cloud based. Is that a definitive requirement, meaning the solution the Classic Center is looking for has to be cloud based? We prefer cloud based, but will accept proposals that require on premise servers.
18. Would you consider a gateless system, saving you in capex and eliminating the ongoing costs for repairs, service calls, warrantees, PCI compliance patches, device management, and software upgrades every few years? No, we require gates
19. In order to accommodate an unusually busy RFP season and since the release of the RFP was delayed, can you please consider granting a 2 week extension on the submission deadline? Thank you in advance for your consideration. We will extend to April 1, 2024, 2:00PM.
20. Will the selected vendor be responsible for removing existing equipment? If yes, please specify the type and quantities? Yes, vendor will be responsible for removing old and then installing new – all existing lane equipment is being replaced 1 for 1.
21. Please confirm that the concrete islands in which the parking equipment will be installed are not a part of the scope of work. Concrete islands are existing and not in scope
22. Please confirm that power and data connections are available at each location where the PARCS equipment are to be installed. Power and data currently exist at all locations
23. P.4 Peripheral Hardware: Are you asking vendors to propose LED signage as a part of this scope? Or, are you asking vendors to integrate with existing LED signage? If yes, please clarify the quantities, make and model. We are requesting that proposed
PARCS equipment is capable of controlling future signage. You may propose signage if you wish as an add alternate
24. Per the page requirements on page 8, section V.B, CCA is limiting proposers to 15 pages using a minimum of size 11 font, including all pages and forms. This doesn’t leave much room to include all the information that is being requested. Would CCA consider excluding the front cover, dividers, table of contents and attachments from the page limit, or increasing the overall size of the page limit? Yes we will exclude these from page limit.
25. Regarding Page #4 "Digital signage control for space count inventory / deck full signage". Do you require us to quote digital signage. If so how many signs will be required? We are requesting that proposed PARCS equipment is capable of controlling future signage. You may propose signage if you wish as an add alternate
26. If additional network cabling is needed for any of the lanes, clarify how the CCA wants us to address the costs. We currently have 1 network homerun from IT rack to each group of lanes, and conduit between each piece of existing lane equipment.
Any additional cabling is the responsibility of the vendor
27. What is the desired warranty for the PARCS project? Minimum 1 year
28. Will a sample contract be made available to review? Finalists may receive specimen contract.
29. Does the lane count listed in the RFP include the new parking garage? No, this RFP is limited to existing parking facilities
30. Are there any specific integrations that the CCA would like included at this time? No
31. Is there a requirement for a minimum number of tickets that the ticket dispensers can issue prior to needing to be reloaded? No
32. Is there a requirement for who owns the system data on the hosted software platform
– CCA vs. vendor? CCA will own data
33. May the CCA require calls for hardware and software remote support to be handled domestically, and not forwarded to vendor personnel residing in another country?
No
34. Does the CCA have any IT rules regarding field devices, such as ticket dispensers and pay in lane devices, utilizing on-board computers with Operating Systems (OS’s) required to function? All devices must be PCI compliant
35. Please list the current credit card merchant processor that the CCA is utilizing.
Currently Authorize.net, subject to change
36. What is the quantity of digital signs that are needed for the RFP on PARCS equipment? We are requesting that proposed PARCS equipment is capable of controlling future signage. You may propose signage if you wish as an add alternate
37. You have asked for Monthly Parker/Tenant management – Do you currently use a monthly management integration? Currently our tenant management is native to our PARCS system
38. When you say “Dynamic Event Pricing” are you asking for the ability to change pricing on the fly, or are you asking to change pricing based on occupancy/demand?
Minimum requirement would be the ability to change pricing manually on the fly;
occupancy based dynamic pricing would be a plus
39. Can you describe what you mean by Real Time Inventory control? We would like the PARCS system to track and display occupancy
40. Can you confirm that Foundry pavilion entry exit, the foundry st. entry, The Deck South Entrance exit, and the Thomas St. Entry Exit are all connected areas? Or are there any segmented areas of the overall parking footprint? There is one cohesive gate controlled area – all of those areas are connected.
41. Mobile Pay/pay by phone capable – Do you mean options of mobile payments or are you talking about the vendor called “Pay by Phone”? We are referring to the ability to pay for your parking on your mobile device
42. Event Parking System – Do you utilize one today? Which one? Event parking refers to a pay on entry scenario, we currently use Amano-McGann Opus Series
43. Do you have a current count system? Manufacturer? Yes, Amano-McGann Opus Series
44. Do you have current or require dynamic signage? Manufacturer? No
45. Do you want level count signs and/or monument signage? We want a PARCS system that can control future signage
46. RFP asks for 8 lanes plus an optional monthly lane. We counted 6 existing lanes.
Where are the additional lanes to be located and is the customer providing all civil and electrical plus data connection? We have 8 lanes currently in operation, plus one exit lane that was previously in operation but is currently decommissioned. This decommissioned lane is proposed to be converted to a monthly only entry lane. It is possible you did not see the two lanes at our 440 Foundry St Pavilion entrance. All civil, electrical, and data is currently in place.
47. Are the existing vehicle detection loops to be reused or quote all new loops? You can reuse existing loops if desired, but you will be responsible for their proper operation and warranty
48. RFP asks for handheld devices to process payments at the entry lanes for events. If the proposed system can take payments at the entry stations do we still need to propose handheld units? We will accept pay on entry utilizing the entry station provided that it functions in a pay on entry mode and does not require additional payment steps at exit in this mode.
49. Given the short timeline, is it possible to extend the due date 2 weeks? We can extend one week (to April 1, 2:00PM)
50. Regarding "Dynamic event pricing and rate change capability," are you referring to being able to schedule rate changes (IE Early Bird Special Rate for 5AM-7AM, Normal Rate 7AM-5AM, Weekend Rate, etc.) and manually changing or scheduling rate changes for specific events? Yes
