About this file

This addendum to Bid Invitation 57-26 is issued by the State of New Hampshire, Division of Procurement and Support Services, and provides clarifications to the prefabricated bridge procurement solicitation. The addendum addresses six vendor inquiries regarding technical specifications and project requirements for two modular bridges—one 50-foot and one 70-foot—to be installed in the White Mountain National Forest. Key clarifications include confirmation that PE-sealed shop drawings are required for the superstructure design, the design load specification is H-15 (not HL-93), steel grade will be determined by the superstructure engineer, and finish specifications are detailed in paragraph 24.4.2.13 of the original bid document. The addendum also confirms that the state will permit multiple transport loads as necessary for the 70-foot bridge, allowing each load to be less than 8 feet 6 inches wide to accommodate standard transportation constraints. The bid closing date remains November 4, 2025, at 10:30 AM Eastern Time, with delivery scheduled for Spring 2026 to the Department of Natural and Cultural Resources.

The addendum explicitly states that all changes noted supersede previously submitted documents and must be submitted with the bid response, while all other specifications remain unchanged and valid. Purchasing Agent Jonah Rosa (NH.Purchasing@das.nh.gov) is identified as the contact for the procurement. The document confirms that the awarded vendor shall furnish all necessary hardware for timber deck installation and provides clarification that cost considerations influenced the selection of H-15 loading as it is less expensive than HL-93 design standards while still accommodating snow groomers and operational requirements.

ADDENDUM # 01 TO BID INVITATION 57-26

DATE AND TIME OF BID CLOSING: 11/4/2025 10:30 AM

FOR: Prefabricated Bridge

Question 1: It is somewhat unusual for the vendor to provide PE sealed shop drawings for a bridge that has already been designed by others - please confirm that is desired.

State Response: The PE stamp is needed for the delegated design of the superstructure, this is typical of pre-fabricated bridge superstructures.

Question 2: What grade steel was assumed when determining the beam size?

State Response: The beam size has not been determined. It will be determined by the engineer of the superstructure. The design accommodates the maximum girder size that should be necessary.

Question 3: Is there a finish required - painted, galvanized, A588 "weathering" steel, etc.?

State Response: The finish expected is identified in paragraph 24.4.2.13 of the bid document.

Question 4: Please confirm the state is furnishing / installing the timber deck and associated hardware.

State Response: The requirements are identified in paragraphs 24.4.2.6 and 24.4.2.14 of the bid document.

The awarded Vendor shall furnish all necessary hardware.

Question 5: Please clarify desired bridge capacity - the bid package indicates H15 loading, however the drawings from the USFS indicate HL93 loading.

State Response: The design load the State is expecting for the two bridges is H-15. We chose this loading as it will support snow groomers and cost less than a HL-93 bridge.

Question 6: Spec 24.4.2.9 states that the bridge should transport as a single load. We believe that the 70' bridge will have to be transported as two loads due to the overall size / weight of the bridge. Please confirm it is acceptable that the 70' bridge transports as two loads, each less than 8' - 6" wide.

State Response: The State will permit as many loads as necessary for transport.
