About this file
This document is Addendum #01 to Bid Invitation 3007-25 issued by the State of New Hampshire's Division of Procurement and Support Services, Bureau of Purchase and Property, for Septic/Holding Tank Pumping & Disposal Services. The addendum, dated April 11, 2025, addresses six key questions from potential bidders regarding the solicitation, with the bid closing date set for April 16, 2025, at 9:30 AM. The addendum clarifies requirements for unit pricing, insurance submission, waste type differentiation, cleaning standards, and emergency response times.
Key modifications include updating the Offer Sheet to include all tank sizes and pumping frequencies, confirming acceptance of fractional cent unit pricing, allowing separate costs for septic and other holding tank pumping, and defining industry standards for tank cleaning as removing all contents and inspecting tank integrity. The state requires bidders to submit a certificate of insurance with the bid, using a specific address for the certificate holder. The emergency response time is clarified as requiring technicians to be on-site within three hours of notification. The purchasing agent for this bid is Jonah Rosa, and potential bidders are directed to visit the state's vendor resources website for complete bid and addendum details.

STATE OF NEW HAMPSHIRE
DIVISION OF PROCUREMENT AND SUPPORT SERVICES
BUREAU OF PURCHASE AND PROPERTY
STATE HOUSE ANNEX
25 CAPITOL STREET
CONCORD, NEW HAMPSHIRE 03301-6398
Date of Change: April 11, 2025
ADDENDUM # 01 TO BID INVITATION 3007-25
DATE AND TIME OF BID CLOSING: 4/16/2025 9:30 AM
FOR: Septic/Holding Tank Pumping & Disposal Services
Question 1: On the Offer Sheet, we will enter the "Unit Price" as our bid, but should we leave the "Cost per Cleaning" (extension price) space empty in the case where tank volume and/or frequency of pumping is listed as "unknown"?
According to section 18.2 " ...unit price shall be binding upon the vendor." We are bidding on a unit (cost per gallon) basis, however some of the tank volumes and frequency of cleaning are not given.
State Response: Attachment 1: Offer Sheet has been updated with all tank sizes and frequency of pumping.
Please ensure you are using the Offer Sheet labeled “rev20250410.”
Question 2: Is a unit cost bid having a fraction of a cent per unit volume acceptable (for example: $0.315 per gallon)?
State Response: A fraction of a cent per unit is acceptable.
Question 3: General liability Coverage Proof: section 17.5 states "Prior to being awarded...." And "...prior to performing any services". Should we submit a certificate of insurance with our bid proposal, or after an award is given?
State Response: Please submit your certificate of insurance with the following address as the certificate holder with your bid.
State of NH, Department of Administrative Services Division of Procurement and Support Services 25 Capitol Street, Concord, NH 03301
Question 4: Some of the bid locations have both septic tanks and grease holding tanks (as described in 32.5). Kitchen grease disposal is significantly more expensive than septic waste disposal, but the unit cost bid appears to be a combination of both types of waste. Is there any provision to bid separately on each waste type, or is the unit cost per gallon for both types the only bid option in those cases?
State Response: The offer sheet is hereby changed to permit costs per gallon for septic pumping and separate costs per gallon for other holding tank pumping. Please ensure you are using the offer sheet labeled “rev20250407.”
Question 5: Section 32.4 states that septic tanks will be cleaned to "industry standards" to include "pressure washing, and the use of appropriate chemicals." Is there any clarification on this industry standard? The standard that we are aware of (New Hampshire Association of Septage Haulers) is to remove all contents of the tank and to inspect the integrity of the tank and baffles at each cleaning.
State Response: If the industry standard is to remove all contents of the tank and to inspect the integrity of the tank and baffles at each cleaning, then the State will accept that.
Question 6: Emergency calls: Section 35.1states " ...needed within 24-48 hours of notification of the vendor", and section 35.4 states "...with the mechanic arriving at the job site no later than three (3) hours after the call is entered."
Can you clarify what the expected emergency response time is?
State Response: The emergency response time is for the technician to be on site no less than (3) hours of notification.
