About this file
This document comprises an Addendum and Pre-Bid Meeting Minutes for the Royal Oak Schools 2026 Roofing Program, involving WeatherTech Consulting Group and Royal Oak Schools in Michigan. The project involves roof replacement and restoration for two school facilities - Addams Early Childhood Center and Addams Elementary School - totaling approximately 17,750 square feet across multiple roof areas. The bid is due on Wednesday, November 5, 2025 at 11:00 AM local time, with a pre-bid meeting held on October 20, 2025. The roofing work includes removing existing roofing systems, repairing decking, installing new roof insulation, and applying a fully adhered 60-mil EPDM single-ply roof membrane with comprehensive flashing and accessories. The project is scheduled for completion between June 9, 2026 and August 3, 2026, with potential liquidated damages if not substantially completed by August 8, 2026.
The project includes specific warranty requirements, with manufacturers providing a 20-year "No-Dollar-Limit" material and installation warranty. Allowances ranging from $1,000 to $5,000 are allocated for each roof area to address unforeseen deficiencies, which will be credited back to the client if unused. Asbestos testing has been conducted by Nova Environmental, Inc., with results indicating no asbestos detected in the sampled materials. Bidders are required to submit a 5% bid bond or certified check, and the project is not a prevailing wage project. The roofing contractors are encouraged to walk the school sites prior to bidding and can contact Mark Paulus to schedule site visits. Specific technical requirements include achieving a minimum R-30 insulation value, using specific membrane and flashing techniques, and following detailed installation guidelines for various roof components.

PEL Laboratories is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) 600205-0, for performing polarized light microscopy (PLM) analyses under methods known as App. E to Sub. E of 40 CFR Part 762 and EPA/600/R-93/116. This report must not be used to claim product endorsement by NVLAP or any other agency of the U.S. Government.
These results relate only to the samples tested and must not be reproduced, except in full, without the approval of the laboratory. Although PLM analysis is commonly performed to determine the presence or absence of asbestos in building materials, the EPA methods acknowledge that analysis by PLM is subject to limitations and for certain materials, such as vermiculite and vinyl floor tiles, a more sophisticated methodology may be necessary.
