About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the City of Peachtree City, Georgia for an ADA Consultant to develop an Americans with Disabilities Act (ADA) Transition Plan. The City anticipates the cost of the project not to exceed $90,000. The RFP requires the selected firm to visit every public facility/building, recreational facility, and park, complete a facility checklist for each, and note any deficiencies. The City is also requiring an assessment of accessible routes to each facility. The City has a designated ADA Coordinator and is seeking the consultant to perform the self-evaluation portion of the transition plan. The City is open to the consultant using a tablet-based data collection system that captures more detailed information than the provided checklist, as long as the data and reporting requirements are met. The City is not requiring the consultant to sort or group the identified barriers into projects for budgeting purposes, but notes this would be considered beneficial. The City is not seeking post-transition plan maintenance services such as design and construction oversight, and has no preferred vendor for this project.

ADDENDUM #1

1. QUESTION: Is there a set budget / amount not to exceed for the appointed firm and if so, what is this? CITY’S RESPONSE: The City anticipates that the cost of this project would not exceed $90,000.

2. QUESTION: The checklist provided is for Title III however, Title II applies to state and local governments. Title III applies to the private sector such as businesses and non-profit organizations. Therefore, is the checklist provided the correct version? CITY’S RESPONSE: The checklist provided was reviewed and approved by the Georgia Department of Transportation as appropriate to meet their requirements for an ADA transition plan.

3. QUESTION: Our firm uses a tablet-based data collection system that captures and records more detailed information than the checklist and produces detailed reports for broadly the same effort. Will this be accepted? CITY’S RESPONSE:

An example of the data collected and the report generated from this system may be submitted with the applicant’s proposal and will be evaluated per the criteria laid out in the Request for Proposals. At a minimum all applicants must show that they will provide data and reports that meet the required criteria for an ADA Transition Plan.

4. QUESTION: Does the City have a designated ADA Coordinator? CITY’S RESPONSE: Yes, the City’s ADA Coordinator is Dr. Teaa Allston-Bing, Director of Human Resources and Risk Management.

5. QUESTION: Is the City expecting the consultant to also perform the self-evaluation portion of the transition plan for these facilities, or will that scope of work be contracted separately? CITY’S RESPONSE: Yes, per the RFP: “The selected firm shall visit every public facility/building, recreational facility and park on the attached lists in Appendix A and Appendix B. The selected firm shall complete the attached Existing Facility Checklist (see Appendix C) for each facility and make note of deficiencies. The City is also requiring an assessment of accessible routes to each facility/building, recreational facility/amenity and noting any deficiencies.”

6. QUESTION: Is the City expecting the barriers identified to be sorted and grouped into projects for budgeting or just looking for budgets for each individual barrier identified? CITY’S RESPONSE: No, not unless this is a specific requirement of a compliant Transition Plan for the DOT. If sorting and grouping the identified issues into projects is not required by the DOT, having this information would definitely be helpful in the budgeting phase of the projects for the City and would be considered as an added benefit in the proposal scoring.

7. QUESTION: Is the City interested in post-transition plan maintenance services such as design and construction oversight? CITY’S RESPONSE: No, just what is outlined in this RFP.

8. QUESTION: Do you have a preferred vendor? CITY’S RESPONSE: No, the City does not have a preferred vendor for this project.
