PRE-PROPOSAL MEETING QUESTIONS and ANSWERS:

1. Is this a new initiative? If not, please provide the names of the current vendor(s) providing the services.

A. No, ARMA (Automated Resources Management Associates, Inc.), Peridot, Netorian, LLC

2. Can you please let us know the previous spending of this contract?

A. $15.2 million over 8 years

3. Please confirm if we can get the proposals or pricing of the incumbent(s)?

A. See attached document titled, Previous Financial Proposals.pdf

4. Are there any pain points or issues with the current vendor(s)?

A. Requested a written explanation / clarification of the question. Pending response.

5. Please confirm the anticipated number of awards.

A. See Section 2.1.3 in RFP - MDSP intends to make up to five (5) initial awards as a result of this RFP.

6. In regard to MBE, more detailed clarification needed for “3 or more requests” which would require the MBE / VSBE subgoals.

A. If the work order request for staffing is for 3 or more positions at one time (regardless of the category), the subgoals would apply.

7. Can you describe the work order relationship, how you anticipate that working? Are the contractors required also to manage the workers?

A. No, this is a typical vendor / MSP resource relationship. But in the event specific tasks are not completed, we will need to look to the vendor for support and assistance in either replacing a person or other motivation which may be required to complete the task.

8. Confirm that the MBE/VSBE goals are for 3 or more positions which may be released at a given time and NOT overall goals.

A. Correct

9. When a work order for multiple positions is issued, the award will be issued to a single vendor?

A. Correct. We would select the vendor with the overall best value to the team.

10. How many total positions in the previous version of this have been awarded?

A. The previous version of the staffing contract had many more labor categories (approximately 64), so it’s not something we can compare to.

11. Do you have an estimate of how many positions you plan to hire?

A. No, we currently have a requirement for a Physician’s Assistant and several Radio Engineers.

There is no way to predict future growth and staffing needs.

12. Do we have to provide the MBE/VSBE details with our proposal given the fact we do not know the requirements for the upcoming work orders?

A. Yes, you will have to provide your MBE/VSBE partners with your response. Failure to do so could essentially remove you from the possibility of award. If you happen to be an MBE, you are able to count half of that 30% goal for a position that you fill yourself.

13. Do we need to provide resumes for all of the positions?

A. No, not until we issue a work order.

14. Do we have to bid on all the positions to be considered?

A. Yes, per section 2.1.4 of the RFP Offerors, either directly or through its subcontractor(s), must be able to provide all goods and services and meet all of the requirements requested in this solicitation and the successful Offerors (the Contractors) shall remain responsible for Contract performance regardless of subcontractor participation in the work.

15. Is it possible to substitute level of experience from other states / entities outside of Maryland?

A. Section 1.1.1 has been updated to the following: The Offeror should have five (5) years of experience providing qualified, technical and administrative staffing resources to a local, state, or government agency.

16. As part of the minimum qualifications, the RFP states the offeror should have 5 years of experience providing qualified technical and administrative staffing to the state. Beneath that, it states that as proof, offeror should provide in his proposal one or more references for the past 7 years. Can we submit experience up to 7 years?

A. Yes

17. Based on the previous contract, do the work orders trickle out as needed or do multiple work orders come out at the same time?

A. They will be issued as the resources are needed.

18. Is there a specific format for the submission? Number of pages, limitations, etc.

A. It must be submitted electronically through eMMA. Refer to RFP Section 5 for proposal format. MS Word format 2007 or later (5.2.6). Also, no page limitations.

19. Will any of the positions work remotely?

A. There is a possibility for remote/ hybrid assignments, however, that will be specific to the work order and the work being performed under that work order. Also, it is subject to the supervisor for the division who is requesting the staffing resource.

20. Could you please let me know where or to whom can I request the incumbent proposal/past spend details? Looking forward to your response. Thanks A. See attached document titled, Previous Financial Proposals.pdf

21. Per the instructions provided in the Pre-Proposal conference call yesterday please see our question in regards to past performance experience: Can five (5) years of experience to the Federal Government substitute the five (5) years of experience providing qualified, technical, and administrative staffing resources to the State identified in section 1.1.1.

A. Yes, Section 1.1.1 has been updated to the following: The Offeror should have five (5) years of experience providing qualified, technical and administrative staffing resources to a local, state, or government agency.

22. In section 5.3.2.A to M – It states the sections must be under TAB A…O. This is an electronic submission via eMMA and the proposal is a soft copy – not a physical binder. So, is it to safe to assume that these TAB… are from the old template when it was manual submission? Is it safe to assume the state means to say these should be in separate pages like cover page, table of content page etc.?

A. Please submit and label each referenced tab as a separate file in eMMA.

23. Section 3.6 Insurance Requirements – Could you please let us know the insurance limits or point to the right State legal source where these limits are listed?

A. Please follow up with your insurance provider to obtain the most updated State of Maryland insurance information.
