About this file
This is Addendum #1 issued by the Alliance for Professional Development, Training, and Caregiver Excellence (Alliance) to clarify the period of service and answer vendor questions for RFP 708421 regarding CPR/First Aid training. The amended period of service is April 1, 2025 to June 30, 2026. The project involves providing CPR/First Aid certification training for up to 3,500 individuals, with requirements that training must be conducted by instructors certified by the American Red Cross, American Heart Association, or American Safety and Health Institute. The training must include both an online or in-person education component and mandatory in-person skills demonstration in front of a certified instructor.
The contractor is responsible for coordinating all aspects of the training except marketing and registration. While the RFP does not specify a set budget, contractors are encouraged to provide competitive rates based on the estimated 3,500 individuals. The Alliance cannot guarantee minimum class sizes of 12 students per instructor or 24 students for two instructors. This is identified as a new project with an open bidding process, and the training does not need to be coordinated with other required licensed caregiver training.

1. "Will you accept the curriculum from HSI(Health and Safety Institute)? HSI does meet your requirements of ILCOR." The following must apply to ensure that the CPR training meets the requirement outlined in WAC 110-300-0106 (11) and is accepted by the Washington State Department of Children, Youth, and Families (DCYF):
• Training is completed by an instructor certified by one of these organizations:
- American Red Cross

• If training is completed by another nationally recognized organization, the organization must follow the training guidance from one of the above organizations.
• The training must include a hands-on component and demonstration in front of a certified instructor.
2. Can you guarantee 12 students per class for each in-person skills session? Or, if 2 of our instructors are teaching together per class can you guarantee 24 students per class for the in-person skills session? We are not able to guarantee 100% attendance of 12 people per 1 instructor or 24 people per 2 instructors.
