About this file
This addendum to the North Carolina Department of Transportation solicitation 54-TJK-08-PR39943 provides clarifications and answers to vendor questions regarding custodial operations and maintenance of rest areas and visitor information centers in Randolph County, Division 8. The scope of work encompasses janitorial and grounds maintenance services for northbound and southbound rest area facilities on Interstate 73/74 near Seagrove. The solicitation requires 16 paid attendant hours per site during winter months (7:00 AM to 10:00 PM with overlapping shifts) and includes twelve additional eight-hour shifts per site annually, totaling 192 contract hours. Bidders are encouraged to conduct their own site observations to determine specific quantities of restroom fixtures, building square footage, and cleanable areas. The written question deadline was September 23, 2026, with the solicitation opening scheduled for October 7, 2026 at 2:00 PM ET. The contract term runs for one year (January 1, 2027 through December 31, 2027) with renewal options for two additional one-year periods at the State's discretion, subject to a 2 percent price increase for extensions.
The previous contract amount was $349,886.52 annually. Consumption history provided includes annual averages of 1,500 rolls of paper towels, 14,000 rolls of toilet paper, 250 gallons of soap, 8,000 bags of liners, 170 gallons of all-purpose disinfectant, and 170 gallons of glass cleaner. Both sites contain two 8-yard capacity dumpsters with varying collection frequencies: garbage is collected twice weekly May through September and once weekly October through April, while recycling is collected twice monthly during summer and once monthly during winter. Supervisory hours are entirely additional to attendant hours, except for a maximum four-hour emergency substitution provision. Breaks and meals are paid, with employees required to schedule breaks separately when multiple staff are on duty. Roll-up garage storage facilities are available at both sites for emergency inventory storage of ten cases of paper towels per site.
