About this file

This document is an Addendum to Invitation for Bid (IFB) #426-23 for Emergency Services Medical Supplies issued by a local government entity. The IFB requests bids for a variety of medical supplies, including nitrile gloves, with no specific quantities or brand requirements. Bidders may bid on any or all of the listed items and submit alternate brands that meet the required specifications. The bid closing date is October 31, 2023, at 10:30 AM EST, with the addendum issued on October 23, 2023. The County intends to contract with the bidder who provides the lowest combined price per item but reserves the right to award to multiple bidders.

The document also includes responses to several bidder questions, clarifying that the bid is not "all or none", providing links to product specifications, and confirming that bidders from outside of Georgia are welcome to participate. Pricing information from the previous contract award is available online, and the County does not require a business license or E-Verify registration to bid. Samples may be requested after the initial pricing evaluation.

1. All dates, other specifications, terms and conditions remain the same as posted in the RFP document.

The following are questions and answers to the IFB #426-23 Emergency Services Medical

Supplies:

QUESTION: Is the bid all or none? Can we bid on just a portion of the bid?

ANSWER: Each Bidder may bid on whatever products you wish to supply.

QUESTION: For the item number 59-63 do you have the spec sheets? For example, the mil of the glove and the ratings you need?

ANSWER: Defender’s link for gloves is https://defendersafety.com/collections/disposable-nitrile-gloves

QUESTION: Are we able to bid different brands than listed? For example, on 59-63 you have the Defender brand, and we sell our brand Empire?

ANSWER: Yes, Bidders may submit alternate brands to those specified. However, the alternate must meet the required specifications. Please ensure that product sheets are included with the offer and each sheet states the item number it correlates to in the IFB.

QUESTION: Is there a place I can request last year’s pricing that won this bid?

ANSWER: The link to the breakdown of the award is below. You will find the document under

QUESTION: There are no item #'s or quantities and most of the items don't specify a brand. If they do, are we able to sub with different brands?

ANSWER: The County is not guaranteeing quantities to be purchased; therefore, no quantities are requested. Although some items reference a product name, the County is not requesting specific brands, only specific specifications. Please feel free to submit the brand of your choice and submit a specification sheet numbered to match the item it represents.

QUESTION: Do you happen to have a list that does have quantities and manufacturer item #'s?

Even if it's a McKesson item # or something, we can usually cross reference. Please let me know.

The reason I ask about quantities is that sometimes we can get a discount on quantities.

QUESTION: We are curious to know though if an interchange would be excepted to the Curaplex product, see item 163, as we do have a interchange available. If this is possible, do you know what flow rang is being requested for the item listed?

ANSWER: The specified regulator features 0-25 adjustable liter flow, with (2) 50 PSI DISS connectors, as well as a barbed oxygen fitting. Rated to 2000 PSI.

QUESTION: In regards to the gloves items 61-65, the bid doesn't give enough specifications, it just says defender gloves. Defender has many types (what mil is it 4,5,6mil) does the glove need to protect against disease? Fentanyl?

ANSWER: Please see below.

QUESTION: Do we have to have a business license in the state of Georgia to partake in the bid?

ANSWER: No.

QUESTION: Is DocuSign and acceptable form of signature for this bid?

ANSWER: The County cannot accept DocuSigned bid responses.

QUESTION: I hope to submit a bid for the above. Do we have to be registered in e-verify in order to bid? The bid seems to be directed towards Georgia businesses. Is it ok for a California company to bid? I would like to provide samples.

ANSWER: Yes, due to the fact that this is a Georgia contract. The bid is most definitely not directed towards Georgia businesses. Our last two contractors are located in New York and Ohio.

If your pricing warrants review of products, the County will request samples that must be provided within 24 (twenty-four) hours of the request. We do not request samples prior to the pricing evaluation due to limited storage space of the bid packages.

ANSWER: The County intends to contract with the Bidder who delivers the lowest combined price per item; however, the County reserves the right to contract with multiple bidders.
