About this file

This document is an Addendum to an Invitation for Bid (IFB) issued by the California Department of Transportation (Caltrans) for Parts Washer Equipment and Service, Including Hazardous Waste Disposal in various Southern California counties. The IFB has a contract term estimated to begin on January 1, 2025, or upon approval by the Department of General Services, whichever is later, and expire on December 31, 2027. The services are to be provided during normal business hours, Monday through Friday, excluding state holidays. The addendum addresses several questions from prospective bidders, including pricing structure, subcontracting requirements, contract award type, and the bid submission deadline, which will not be extended.

The pricing for this IFB is to be submitted as unit prices, which are to include all labor, tools, equipment, materials, supplies, parts, consumables, reports, travel, and incidentals necessary to provide the rental and maintenance services, including delivery, pick-up, cleaning solution, and waste recycling and disposal costs for one month. The contract may be awarded to a single vendor or multiple vendors, as specified in the IFB.

Addendum 1

Question 7: We need additional clarification on what “estimate” means in the following context. See below.

This Agreement will commence on January 1, 2025 (estimate), or upon approval by the Department of General Services (DGS), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by DGS. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by Caltrans Contract Manager. This Agreement will expire on December 31, 2027 (estimate). The services shall be provided during working hours, 7:00 a.m. to 3:00 p.m., Monday through Friday, except State holidays. The parties may amend this Agreement as permitted by law.

Answer: The start and end dates of the Agreement may be pushed out due to the contracting process and any potential delays.

NOTE: All other terms and conditions set forth in the IFB shall remain in full force and effect.

Sincerely, Phuong Vu Contract Analyst
