About this file

This is a Construction Bid Addendum No. 1 issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division for the Saginaw Correctional Facility (SRF) Warehouse Concrete Repair project. The project involves concrete repair work with a 60-day completion timeline, anticipated to be finished by mid-November 2025. The bid opening is scheduled for 8/20/2025, and the project requires adherence to specific conditions including work hours from 7:00 a.m. to 4:00 p.m. Monday through Friday, prevailing wage requirements, and specific site conditions such as hydrovac use in expansion areas and removal of 2-feet of asphalt on the north side to create a smooth edge for new concrete pouring.

Key project details include liquidated damages of $500 per day, no permit requirements (though SESC measures must be followed), and specific insurance and contractor preferences such as builder's risk insurance and qualified disabled veteran contractor preference. Material testing will be provided through the PSC's contract, and hydroseed can be used for site restoration. Bidders are required to submit LEO state project registrations and an unsigned blank asbestos attestation page with their bid, even if the project does not involve asbestos abatement. The project will involve concrete removal from the site and requires 100% on-site contractor supervision throughout the work period.
