DATE: August 12, 2025 TO: All Interested Bidders and Other Interested Parties FROM: Hosea Goodwyn, Senior Buyer

The City makes the following changes, additions, deletions, information, and/or clarifications and now considers the addendum a part of the Invitation for Bid (IFB) Document. Bidders must acknowledge receipt of this addendum by indicating receipt in the space provided on the Proposal Bid Form. If the bidder has already submitted the Proposal Bid Form to the City’s Purchasing Division, the Bidder should revise their electronic submission to include this addendum. In any case, the submission of a bid is an acknowledgment of receipt of the addendum. The City will construe all bids received as though the Bidder has received and acknowledged the addendum.

Below is the City’s reply to RFIs (Request for Information – a/k/a bid inquiries or questions) submitted by interested parties by the posted deadline to submit RFIs.

Q1. What is the engineer's estimate for the project?

A1. $86,875.00 (This is from 6/2/23).

Q2. The current set of drawings are hard to read; can a clearer and higher resolution version be provided?

A2. No. No other version exists.

Q3. The drawings provided appear to be scanned and lose a lot of detail when zooming in. Can a better set of plans be provided?

A3. No. No other version exists.

Q4. The current set of drawings do not depict an easily identifiable landmark for identification of project location on Hall Circle. Can a better project location or address be provided?

A4. Please see attachment “Vault Box Improvement - Hall Circle S.&S.”

Q5. For the purposes of calculating bypass requirements, are peak flow calculations available for the affected lines?

A5. We do not have any peak flow calculations for the affected lines. But at the plant we have had as high as 10 MGD when we have a big storm event but on average, we are at 2.5MGD coming into the plant. I would say that we are receiving a estimated 40-65% of the flow into the plant through this junction box.

Q6. Are existing manhole #1 and existing manhole #2 to be removed after installation of the

Addendum No. 1 new runs? If they are to be removed, are we to extend the south influent lateral from existing manhole #1? This lateral is not depicted on sheet C2.1 but can be seen on sheet C3.1. This scope is not clear on the suggested construction sequencing plan shown on sheet C3.1.

A6. The last note on “Suggested Construction Sequencing” states that contractor shall demo existing dual manhole. But there is an existing 10” line coming into existing MH#1 that will need to be rerouted to MH 1A that is NOT in the plans.

The following change is hereby made part of the solicitation.

1. Section 6.5.1 (LICENSE AND CERTIFICATIONS Contractor License) has been updated to the language below.

Bidders must submit a copy of their current active State of Florida Certified General Contractor (CGC) license or Certified Underground Utility and Excavation Contractor (CUC) license. This license must be issued by the State of Florida Construction Industry Licensing Board in accordance with Florida Statutes, Chapter 489. Additionally, bidders must ensure they are licensed by any other federal, state, county, and municipal agencies that may have jurisdiction over the type of work performed under this contract.

2. Hall Circle Dual Manhole Replacement Drawings.

3. Survey for Vault Box Improvements.
