Addendum 1 to Hartwick Pines State Park Lift Station Improvements
This Addendum document issued by the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division, provides clarifications and modifications to the bidding documents for the Hartwick Pines State Park Lift Station Improvements project (File Number 751/23403.CTS). The project involves the replacement of two lift stations and associated components at the campground facility. A mandatory pre-bid meeting was held on March 28, 2024, at 11:00 AM with representatives from DTMB, Michigan Department of Natural Resources (MDNR), and the professional services firm Wade Trim, Inc. serving as Project Director. The bid submission deadline is April 10, 2024, at 2:00 PM via SIGMA VSS in Adobe PDF format, with bids due electronically and no late submissions accepted. The anticipated pre-construction kickoff meeting and Notice to Proceed are scheduled for June 2024, with substantial completion required by March 26, 2025, and final completion by April 25, 2025. Liquidated damages are assessed at $800 per day following the substantial and final completion dates.
Key project clarifications include that the contractor must salvage the existing aluminum hatch on the sewage lift station wet well for the Owner's benefit, maintain roadway access at all times for DNR use, and provide engineer-approved equipment equivalents to specified Flygt models. The SCADA/telemetry system shall utilize a cellular autodialer based on Mission Control technology with an included antenna, eliminating the need for landline installation. The bid includes a $20,000 allowance for provisionary or contingency scope as directed by the Project Director and Professional Services Consultant (PSC). Bid security equal to five percent of the base bid is required, and the contractor must obtain all permits from LARA and other required agencies while maintaining 100 percent on-site supervision. Working hours are restricted to normal business days Monday through Friday during normal business hours unless written permission is granted, with a concurrent campground electrical system upgrade project expected to impact water and electrical availability through mid-May 2025.
