About this file

This document is Addendum No. 1 to a Request for Proposal (RFP) for professional services issued by the Michigan Department of Technology, Management and Budget (DTMB) for a Solar Project at the St. Louis Correctional Campus. The addendum provides clarifications and additional details in response to questions raised during a pre-proposal meeting held on August 25, 2022. The key details include the requirement for the selected Professional Service Contractor (PSC) to discuss the project with the local utility, the confirmation that the PSC will be precluded from bidding on the future construction portion of the project, and the clarification on the fee structure as a not-to-exceed time and materials contract with a 5% markup cap on subcontractor costs.

The RFP is for a solar project at the St. Louis Correctional Campus, located in Gratiot County, Michigan. The project will require the selected PSC to provide an impartial analysis and solar design recommendation. The proposal due date is September 1, 2022, and the selected PSC will not be allowed to bid on the future construction phase of the project due to a potential conflict of interest.

Q1: Could you provide the report with the energy usage data for the 3 facilities?

A1: As stated in the meeting and the project statement the audit will be provided to the selected Professional Service Contractor (PSC).

Q2: Please provide copies of historical electric bills for the last 12 months for each of the 3 electrical meters.

A2: This information will be provided to the selected PSC.

Q3: Is there a one-line drawing for electrical service provided?

A3: Assume no but there may be record drawings that may contain this information.

Q4: Is there a one-line diagram for the wiring between the generator, transfer switch and the emergency disconnect?

A4: Assume no but there may be record drawings that may contain this information.

Q5: Is there any unused switches in any of the switch gear that can be used for the interconnection?

Q6: What is the amperage rating for each piece of switch gear?

A6: To be determined by the awarded PSC.

Q12: Has there been any conversations with the utility about this project, have they provided any guidance?

A12: As stated in the project statement and in the meeting the awarded PSC will be required to discuss with the local utility.

Q13: So as to remain dedicated to providing an impartial, unbiased analysis and solar design recommendation per this contract, will the firm hired for this scope of work be precluded from performing the future implementation of the project identified under this contract?

A13: Due to a conflict of interest the professional will not be allowed to bid on the construction portion of the projects.

Q14: Can we receive more clarity on the required fee structure for this project? Our understanding is that the overall project is a Time and Materials project which is a Not-to-Exceed cap. Is this accurate? Furthermore, it was noted on page 9 of the RFP that subconsultants can be marked up. However, during the meeting it was stated that subs can either be listed as a reimbursable (lump sum) or in the main cost (must include job titles, information, hour rates etc.) If a lump sum arrangement was proposed, is there a cap on the markup? Page 9 is unclear about this.

A14: Per the RFP Billable Rate document provided – Yes this is a Not-to-Exceed contract. Sub-consultants listed under reimbursables can be marked up no more than 5%. If you put your sub-consultants under your (the PSC) section, you will need to provide the Position / Classification and billing rates the same as if it is one of your employees and the 5% markup is not to be included.
