About this file
This document is an Addendum to a construction bid issued by the Michigan Department of Technology, Management and Budget (DTMB) and the Department of Corrections (MDOC) for the Chippewa Correctional Facility. The project involves HVAC upgrades to the ERT Building, specifically replacing heat exchangers, condensate pumps, piping, and controls at the facility located in Kincheloe, Michigan. The mandatory pre-bid meeting was held on February 26, 2025, with bids due on March 12, 2025, at 2:00 pm via electronic submission on Sigma-VSS. The project has a substantial completion timeline of 182 days from the Notice to Proceed, with liquidated damages of $1,000 per day for delays after substantial and final completion.
The bid includes a $150,000 provisional allowance and requires various submission documents, including a Bid Summary Form, Bid Schedule, and a 5% bid bond. Michigan preferences are encouraged, with contractors urged to use Michigan products when possible. The project requires State of Michigan prevailing wage rates, and working hours are restricted to 6 AM to 6 PM, Monday through Friday. Contractors must obtain all necessary permits, provide comprehensive insurance, manage on-site supervision, and adhere to special working conditions for a state-owned property. Additional requirements include specific project procedures for soil erosion, demolition, hazardous materials, and potential asbestos and lead abatement.
