About this file

This document is an Addendum to a Request for Proposal (RFP) for Professional Services issued by the Michigan Department of Technology, Management and Budget (DTMB) for a project titled "Dam Removal/Restoration - Petobego Dam" with the file number 751/22040.BDW. The addendum provides clarification and additional information related to the project, including an online pre-proposal meeting attendance record, a Dam Safety Report, and responses to questions regarding inspection frequency, sediment removal, and permitting requirements. The proposal due date is 3/10/2022, and a required on-site meeting is scheduled for 2/25/2022.

The project involves the removal and restoration of the Petobego Dam, which is owned by the Michigan Department of Natural Resources (DNR) Wildlife Division. The dam is classified as a low hazard potential structure, and the design discharge for the dam is the 1% chance (100-year) flood, estimated to be 220 cubic feet per second. The DNR has indicated limited resource management benefit from the structure, and the document suggests the agency may consider removing the dam if this perception persists.

DAM SAFETY INSPECTION REPORT

PETOBEGO DAM – DAM ID NO. 354

TOBEGO CREEK

GRAND TRAVERSE COUNTY – Section 5, T28N, R09W

OWNER/OPERATOR: Michigan Department of Natural Resources Wildlife Division 8015 Mackinaw Trail Cadillac, Michigan 49601 231-775-9727

HAZARD POTENTIAL

CLASSIFICATION: Low

INSPECTION DATE: September 17, 2020

REPORT DATE: March 24, 2021

PREPARED AND INSPECTED BY:

Daniel L. DeVaun, P.E.

Registration Number: 54585 Dam Safety Unit Water Resources Division Department of Environment, Great Lakes, and Energy 120 West Chapin Street Cadillac, Michigan 49601 989-370-1528

INTRODUCTION

The purpose of this inspection was to evaluate the structural condition and hydraulic capacity of the Petobego Dam, as required by Part 315, Dam Safety (Part 315), of the Natural Resources and Environmental Protection Act, 1994 PA 451, as amended. This inspection was conducted by the Department of Environment, Great Lakes, and Energy (EGLE) per the provisions of its Memorandum of Understanding with the Department of Natural Resources (DNR), the owner of the dam. The report is limited to a discussion of observations based on a visual investigation and review of any available previous inspection reports, plans, and data. This report should not be considered an in-depth engineering investigation. All references to “right” and “left” in this report are based on the observer facing downstream.

CONCLUSIONS AND RECOMMENDATIONS

The Petobego Dam is in satisfactory condition overall. There were no significant deficiencies observed during the inspection that would lead to the dam’s failure. The following recommended actions are listed by priority:

1. Continue to remove debris from the upstream face of the spillway.

2. Continue to remove vegetation on and around the abutments of the spillway.

3. Field staff indicated limited resource management benefit from this structure. If this perception persists, it is recommended that DNR start planning for removal of the dam.

4. Review and update the Operation and Maintenance Plan (O&M Plan) annually.

The dam’s current low hazard potential rating remains appropriate.

PROJECT INFORMATION

The Petobego Dam was constructed in 1951 to improve wildlife habitat by increasing the surface area of an existing flooding. A partial set of construction plans is available in the Dam Safety Program files.

The dam consists of a 168-foot long earth embankment with a height of 10.5 feet, as measured from the top of the embankment to the invert of the outlet channel. The principal spillway is a straight drop concrete spillway with four 5.0-foot wide stop log sections. The spillway has a total weir length of 20 feet. The spillway structure is founded on two rows of steel sheet piling.

The embankment consists of unspecified earth fill with upstream and downstream slopes of approximately 3 horizontal to 1 vertical, and a top width of approximately 10 feet. The embankment foundation generally consists of sands overlain by marls and some muck. Drawing notes indicate that all roots and vegetation were to be removed prior to placing embankment fill.

The height of the dam, as defined by Part 315, is the difference in elevation from the design flood elevation to the invert of the outlet stream. That height for the Petobego Dam is approximately ten feet. The head, or difference in upstream and downstream water elevations, was approximately four feet on the date of the inspection.

The impoundment created by the dam has a surface area of approximately 250 acres under normal conditions.

Previous inspection reports completed in 1996, 2000, 2005, 2010, and 2015 were used as references for this report.

SITE INVESTIGATION

The following discussion of the dam’s physical condition and appurtenances is based on observations and photographs obtained on the inspection date.

The Petobego Dam is in satisfactory condition. No slumps, slides cracks or settlement were observed during the inspection. The stop logs have been removed entirely from the structure and the impoundment has been drawn down as far as currently possible.

Some additional head is built up due to the presence of beaver debris on the upstream face of the spillway.

As noted in the previous reports, minor cracking is present on the spillway abutment, but does not appear to have changed or cause any significant concern at this time.

There is significant vegetative growth around both abutments which make access and inspection challenging.

STRUCTURAL STABILITY

Based on the conditions observed during the field inspection, the dam appears to be stable. No further structural stability analysis is warranted at this time.

HYDROLOGY AND HYDRAULICS

The contributing drainage area of Tobeco Creek at the dam is 11.2 square miles. The design discharge for this dam is the one percent chance (100-year) flood discharge, which is estimated to be 220 cubic feet per second (cfs). The existing spillway capacity is estimated to be 220 cfs, with approximately 2 feet of freeboard. Therefore, the dam is considered to have adequate spillway capacity.

Hydraulic calculations are on file with the Dam Safety Program.

OPERATION AND MAINTENANCE

A written O&M Plan, outlining procedures for the dam’s upkeep and operation, has been prepared for this dam. This plan should be periodically reviewed and updated to reflect changes in operation and maintenance procedures.

EMERGENCY ACTION PLAN

An Emergency Action Plan (EAP) does not exist for this dam. Due to the low hazard potential rating for this dam, an EAP is not required.

From: EGLE-wrd-qreq <EGLE-wrd-qreq@michigan.gov> Sent: Wednesday, July 29, 2020 9:30 PM To: DeVaun, Dan (EGLE) <DeVaunD@michigan.gov> Subject: RE: flood or low flow discharge request (ContentID - 168812)

We have estimated the flood frequency discharges requested in your email of July 9, 2020 (Process No.

20200350), as follows:

Tobeco Creek at Petobego Dam, Dam ID 354, Section 5, T28N, R9W, Acme Township, Grand Traverse County, has a total drainage area of 11.9 square miles and a contributing drainage area of 11.2 square miles. The design discharge for this dam is the 1% chance (100-year) flood. The 1% chance peak outflow is estimated to be 220 cubic feet per second. The 1% chance flood volume is estimated to be 1100 acre-feet. (Watershed Basin No. 09L Boardman (Lake)).

Please include a copy of this letter with your inspection report or any subsequent application for permit.

These estimates should be confirmed by our office if an application is not submitted within one year. If you have any questions concerning the discharge estimates, please contact Ms. Susan Greiner, Dam Safety Unit, at 517-927-3838, or by email at: GreinerS@michigan.gov.
