About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) for professional design services for a new 64' x 72' x 16' heated garage building at the Wyman State Forest Nursery in Schoolcraft County and the Village of Mayville. The RFP requests only Phase 500 Final Design services, with the understanding that the selected Professional Services Consultant (PSC) needs to finalize the design layout as part of this phase. The proposal is due on August 4, 2022, and the Ad Hoc Advisory Committee will review the proposals and award the contract by the end of August. The design is to be completed in late 2022, with bidding in early winter 2022 and construction in spring 2023.
The RFP indicates that the PSC's cost proposal should be in a Not-to-Exceed Billable Rate plus reimbursables format, and should include consultants and testing as reimbursable expenses. The PSC must include signed Certification of a Michigan Based Business and Responsibility Certification forms. Proposals will be evaluated based on 80% Technical and 20% Cost. The PSC is to provide cost estimates at 50% and 90% Phase 500 design completion.

Questions:
1. There will only be phase 500 services?
- The proposal is requesting only Phase 500 Final Design services, with the understanding that the
PSC needs to finalize the design layout as part of this phase.
2. No phase 600 and700?
- Phase 600 and 700 services will be determined based upon the design of the project.
3. Wanted to confirm that phase 100 was eliminated in the preproposal walk-thru we had on teams?
- Phase 100 will not be required as part of the proposal.
4. What are the requirements for site development. Will there be paved access drive and circulation or gravel?
- Project should include concrete aprons at all overhead doors and person doors. Gravel drives shall be included from existing circulation roads to all overhead doors. There may be an area of gravel parking (will have to be reviewed and determined during the preliminary site layout). The remaining area of disturbance shall be seeded with appropriate grass.
5. Should we assume the existing septic system is large enough to accommodate this building?
- Cannot assume that the existing septic system is large enough. Need to provide evaluation of the existing field capacity and if determined it is large enough to accept the new toilet room and is at an adequate depth to serve the new facility, then a connection line shall be designed. If it is determined that the existing septic field does not have the capacity or cannot serve the new facility, then a new septic field system needs to be designed.
6. Should we assume this building will have domestic water fed from the existing building and will we need to add an additional pressure tank?
- The existing well system should have available capacity to serve the new facility, but the PSC should provide an evaluation as part of the cost proposal. Required domestic water equipment shall be designed by the PSC.

7. Will the electrical be served from the main building or is the intent this building have it’s own service?
- A new electrical service should be provided for the new facility, assume new service from the existing transformer. The PSC to coordinate with the electrical utility provider that adequate power is available based on the new electrical design load.
8. Should we include a reimbursable to locate the underground electrical line?
- Location of the existing underground electrical line shall be included in the cost proposal.
9. Is there natural gas on the site and if so will the feed be from the main building or will there be a meter on the new building?
- The existing office and garage facility is served by natural gas. The PSC to coordinate with the natural gas provider that adequate pressure is available for the new facility.
10. Is there a heating system that is desired? Infrared? Infloor heat? Unit heaters?
- In-floor heat will not be required. Infrared will likely be preferred, but will have to be evaluated during the design process.
11. The RFP references that all material testing is required to be included is the intent to have density, concrete, etc. included in the design proposal?
- All required special testing (density and concrete would be typical) as required by the Michigan
Building Code shall be included in the cost proposal.
