About this file

This is Addendum No. 1 to Invitation for Bid 2026-082 issued by Union County Water in Union County, North Carolina on July 15, 2026. The addendum clarifies the evaluation criteria and award methodology for the magnesium hydroxide slurry procurement. Union County is soliciting bids for magnesium hydroxide slurry at 60% ± 2% concentration for delivery to five Water Reclamation Facilities and three odor control sites, with an estimated annual quantity of 510,300 gallons. The bid due date is July 22, 2026 at 2:00 PM EST, with questions due by July 6, 2026 at 4:00 PM. The contract term is two years with an option to renew for up to three additional one-year terms, contingent on budget approval.

The addendum explicitly states that award will be made to the lowest responsive, responsible bidder based on Union County's calculated Total Evaluated Bid, determined by multiplying each bidder's Bulk Tanker Delivery Price per Gallon by the estimated annual quantity of 510,300 gallons. All pricing must be quoted firm on an FOB destination basis, inclusive of product, freight, delivery, labor, vendor-furnished equipment, maintenance, and all ancillary costs, with no additional charges permitted. The addendum also clarifies that advance dosing, monitoring, and sample collection services are not being requested and will not be evaluated as part of the bid, as Union County staff manually adjusts dosing amounts based on conditions. Other evaluation considerations listed in the IFB may be used to determine bidder responsiveness and responsibility but are not separately weighted in the award decision.

Union County, North Carolina Addendum No. 1 IFB 2026-082 Magnesium Hydroxide

Question/Answer Section

1. Question: Of the listed evaluation metrics, do they all have the same value in deciding the award of the bid or will they be weighed differently? If weighed differently, can those values be provided?

Answer: For purposes of bid evaluation and award, Union County will calculate each bidder’s Total Evaluated Bid by multiplying the bidder’s Bulk Tanker Delivery Price per Gallon by the estimated annual quantity of 510,300 gallons. Award will be made to the lowest responsive, responsible bidder based on the County’s calculated Total Evaluated Bid. The other evaluation considerations listed in the IFB may be used by the County in determining bidder responsiveness and responsibility, but they are not separately weighted.

2. Question: Does the added value of advance dosing, monitoring, and sample collections have any effect on the evaluation metrics of the bid?

Answer: No. Advance dosing, monitoring, and sample collection services are not being requested as part of this IFB and will not be used to evaluate bids. Dosing amounts are changed manually by Union County staff as conditions change. No monitoring or sampling is being requested from the provider.
