About this file
This is a Construction Bid Addendum No. 1 issued by the Department of Technology, Management and Budget (DTMB), State Facilities Administration Design and Construction Division for the Coldwater MSP Detachment Utility Improvements project (File Number 551/20249.CDP). The project involves utility improvements including water main installation and sanitary sewer work, with professional engineering services provided by NFE Engineers under Project Director Chris Parsons, P.E. The addendum clarifies project requirements and phases with staggered completion dates: water main work must be completed and operational within 30 calendar days of the Notice to Proceed, sanitary sewer work must be operational within 90 calendar days, and asphalt pavement placement and greenbelt restoration must be completed no later than May 14, 2021. The bid opening date was October 7, 2020, and the addendum was issued on October 1, 2020.
The addendum specifies that permit and inspection fees charged by the Coldwater Board of Public Utilities or Branch County Road Commission shall be paid by the contractor and are eligible for direct reimbursement through a Provisional Allowance, while all other permit costs remain the contractor's responsibility. The project includes removal and disposal of a large pine tree adjacent to the water main installation on Sheet C2. Aggregate base shall be installed to top of pavement to allow winter use and snow plowing during the parking area shutdown period, then removed to permit asphalt placement in 2021. Bidders are required to acknowledge this addendum in the Bid Summary and Bid Form, with failure to do so potentially resulting in bid rejection. The addendum was approved on October 1, 2020, and becomes part of the contract documents.
