About this file

This is an Addendum No. 1 to the contract documents for the Coldwater Michigan State Police Post Boiler replacement project issued by the State of Michigan Department of Technology, Management & Budget (DTMB). The project, located in Coldwater, Michigan, involves boiler system replacement and related mechanical systems modifications. A mandatory pre-bid walkthrough was required for all bidders, with the bid date set for March 20th, 2019. The engineer of record is Byce & Associates, Inc., located in Kalamazoo, Michigan. The addendum clarifies that ceiling tiles in the main corridor and restroom areas are to be removed during the majority of work and must be replaced, along with any other damaged ceiling tiles encountered during construction. Gas service for the project will be provided by Consumers Energy.

The addendum provides critical clarifications regarding mechanical systems modifications and control integration. Existing radiant/finned tube heaters with local Danfoss valves will remain in place but the boiler will be enabled to heat the building before gas heating in the air handling unit activates. Two existing cabinet unit heaters must be modified to include new valves for DDC (direct digital control) system integration. One remaining unit heater is to be added to the DDC control system, while two unit heaters located in the garage are being removed and not replaced. Outdoor ductwork must be constructed with Thermaduct or wrapped in corrugated aluminum jacket to ensure water tightness. Domestic hot water and return piping require 1-inch preformed pipe insulation with polymer film jacket, while domestic cold water requires similar insulation specifications.

MECHANICAL SYSTEMS

M1. RFI: The sequence of operations for the new modulating dampers state that the radiant heat shall be the first stage of heat where available. The building has fourteen radiant/finned tube heaters that are currently controlled by local Danfoss valves. Will the existing valves need to be replaced with valves controlled by the new DDC system?

a. Local temperature control valves at radiant heat to remain. Boiler is to be enabled to heat the building before the gas heating in the air handling unit.

M2. RFI: The building has two existing cabinet unit heaters. The sequence of operations indicates control for cabinet heaters, but no new ones are being installed. Will he existing ones need to meet the sequence of operation and be part of the new DDC system?

a. Yes cabinet heaters are to be modified to include new valves for DDC control.

M3. RFI: The building has three existing unit heaters, one shown on print M410 and two others not shown on the print located in the garage. The sequence of operations indicates control for unit heaters. Will the existing ones need to meet the sequence of operation and be part of the new DDC system along with the three new ones?

a. The units in the garage are being removed and not replaced. The remaining unit heater is to be added to the DDC control system.

M4. RFI: Clarify outdoor duct jacket for insulated duct.

a. Outdoor duct to be constructed with Thermaduct or to be wrapped in corrugated aluminum jacket to make water tight.

M5. RFI: Provide clarification on domestic pipe insulation.

a. Domestic hot water and return to be 1” preformed pipe insulation with polymer film jacket. Domestic cold water to be ½” preformed pipe insulation with polymer film jacket.
