About this file
This Addendum #1 document clarifies and modifies the City of Emerson's Request for Proposal (RFP) for Sanitation Collection Services in Emerson, Georgia. The RFP seeks qualified contractors to provide residential and commercial waste collection services, with sealed proposals due by 1:00 pm on Wednesday, April 26, 2023. The proposal deadline for questions was Wednesday, April 5, 2023. Key service components include residential curbside solid waste collection, green waste collection, and bulk waste collection; commercial front-load service in 2, 4, 6, and 8 cubic yard containers; commercial roll-off service for open-top containers in 20, 30, and 40 cubic yard sizes; and commercial cart service and compactor services. The addendum clarifies that contractors may provide equivalent references if the three requested municipal references are unavailable, that contractors have 48 hours to deliver rollout carts, and that service issues must be resolved within 24 hours. The City will negotiate separately for services at 15 city-owned facilities beyond the seven specified facilities requiring commercial cart service. The City currently pays for disposal costs for municipal solid waste, bulk waste, and green waste.
The updated Proposal Price Sheet includes two options for residential curbside solid waste collection: one involving replacement of all existing 65-gallon containers with 95-gallon containers and another utilizing existing 65-gallon containers with replacement only as necessary. Contractors must provide weekly and bi-weekly rates for green waste collection and may offer special pickup services. Commercial pricing must include separate haul rates and disposal rates per ton for roll-off and compactor services, with options for 1x to 5x weekly pickups for front-load and cart services. The City reserves the right to select service methods based on citizen benefit and may offer all services or select them à la carte. All costs and rates must include all fees, charges, and surcharges. A performance bond will be calculated based on an estimated annual contract amount to be agreed upon by the City and successful contractor. Proposals must be accompanied by a certified check or acceptable proposal bond of not less than five percent of the bid amount. The City reserves the right to reject any or all proposals and to reopen bidding if all proposals exceed available funding.

City reserves the right to choose which method they find to be in the best interest of the citizens.
