About this file
This Addendum 1 document, issued January 4, 2019, by the City of Janesville Janesville Transit System (JTS), provides responses to bidder questions and modifications to the original Invitation for Bid (IFB) JTS-IFB-2018-2 for a mileage tire leasing program. The addendum addresses clarifications and revisions across multiple contract sections, including hold harmless provisions, insurance requirements, compliance and permitting language, replacement services, record access procedures, and termination conditions. A critical clarification establishes a 30-day opportunity to cure period for breach or default situations, replacing the original omitted timeframe. The addendum also includes modifications to insurance notification requirements, reducing advance notice from 60 days to a minimum of 10 days prior written notice for cancellation, renewal, or material changes. Additionally, JTS accepts a 315/80R22.5 City Transport Radial tire as an approved equal to the specified B305/85R22.5, provided it meets Tire & Rim Association standards and maintains the required 27/32-inch minimum tread depth. The addendum requires bidders to submit a completed Tire Specifications Compliance Check-off Form with their bids, confirming compliance with specifications including federal motor vehicle safety standards and tire and rim association standards for heavy-duty radial 20-ply tubeless mileage-type tires with 11-inch tread width and minimum load range L.
The modifications clarify financial and operational responsibilities during contract termination, including provisions requiring the City of Janesville to pay for unused mileage and assume title to remaining tires in the event of funding unavailability. Insurance requirements specify general liability coverage with limits of not less than $1,000,000 per occurrence and $2,000,000 policy aggregate, with self-insurance acceptable for this coverage. The contract establishes notification timelines for claims, requiring verbal notification within 24 hours and written notification within 48 hours of claim submission. JTS does not accept certain bidder-proposed tire alternatives, specifically the B305/70R22.5 and B305/85R22.5 Metro Miler G652 RTB models, while accepting the 315/80R22.5 specification. The addendum clarifies that JTS expects the contractor to sign the City's standard contract incorporating the IFB, addendum, and bidder submittal as appendices, and confirms there is no specified Disadvantaged Business Enterprise (DBE) goal for this procurement.
