About this file

This document is an Addendum 1 to a solicitation from the Commonwealth of Pennsylvania, Department of Conservation and Natural Resources (DCNR), Elk State Forest (FD13), for the delivery, paver-placement, and compaction of approximately 4,509 tons of limestone Driving Surface Aggregate (DSA) to East Cowley Run Road. The addendum addresses questions from contractors regarding the required productivity rate of 120-170 tons per hour and the feasibility of achieving this due to infrequent turnarounds on the narrow project route. The forest district has stated that it is willing to identify places along the project route that could be improved to provide more frequent turnarounds and pull-offs prior to the project starting.

The solicitation number is 6100060672 - FD-13, DSA East Cowley Road, and the due date for responses is March 22, 2024, at 10:00 AM. The contract is located in Potter County, Pennsylvania.

SOLICITATION ADDENDUM

Date: 03/19/2024 Subject: Questions on infrequent turnaround/pull-off spots on project route and keeping the required productivity rate.

Solicitation Number: Solicitation 6100060672 – FD-13, DSA East Cowley Road

Due Date/Time: 03/22/2024 at 10:00 AM Addendum Number: 1

To All Suppliers:

The Commonwealth of Pennsylvania defines a solicitation “Addendum” as an addition to or amendment of the original terms, conditions, specifications, or instructions of a procurement solicitation (e.g., Invitation for Bids or Request for Proposals).

List any and all changes:

This addendum is to answer questions on the infrequent turnaround on the narrow project route.

Answers are bolded in red.

Question: Contractors have been asking questions regarding the required productivity rate (120-170 tons/hour) and the feasibility of achieving this on the site due to infrequent turnarounds on the narrow road, and trucks spending too much time backing into the paver to maintain the 5-7 trucks per hour rate to achieve the forest districts required tonnage rate.

Answer: The forest district wanted all perspective bidders to know that the district is willing to identify places that could be improved upon (prior to the project starting), so there would be more frequent turnarounds and pull-offs along the project route.

NOTE: OPENING DATE/TIME FOR THIS BID IS NOT CHANGED.

Type of Solicitation: Electronic Bid (SRM) - Review the Questions section of your solicitation response to ensure you have responded, as required, to any questions relevant to solicitation addenda issued subsequent to the initial advertisement of the solicitation opportunity.

Except as clarified and amended by this Addendum, the terms, conditions, specifications, and instructions of the solicitation and any previous solicitation addenda, remain as originally written.
