Lexington Harbor Toilet/Shower Building Renovation and Addition – Project Manual

This project manual is prepared by Edgewater Resources, LLC for the State of Michigan Department of Technology, Management and Budget to guide the renovation and expansion of the Lexington State Harbor Toilet/Shower Building located at 7411 Huron Avenue in Lexington, Michigan. The scope of work includes interior renovation of the existing restroom building and construction of a south addition with complete architectural, plumbing, HVAC, and electrical installations. The project encompasses selective demolition of existing interior systems and site work, renovation of the existing 1,800+ square-foot facility, and addition of approximately 600+ square feet of new construction. The addendum dated September 20, 2021 updated skylight specifications. The bid opening date was September 22, 2021, with work anticipated to operate seasonally between April and October, providing heating for occupant comfort rather than freeze protection. The contract documents include detailed specifications across 34 divisions covering site work, architectural elements, mechanical systems, electrical infrastructure, and site furnishings, with final site restoration and landscaping requirements.

The project specifications establish comprehensive requirements for all trades, mandating that contractors provide new materials, skilled labor, and complete system integration at no additional cost beyond line-item pricing. Pricing is structured on a lump-sum basis for major building components (existing building renovation at Item 2800.01 and new building addition at Item 2800.02), with unit-price line items for site work including aggregate base, bituminous paving, concrete paving, seeding, drainage systems, and site furnishings. Contractors are responsible for all permits, inspections, testing, temporary erosion and sediment control measures, and warranty coverage for one year following completion. The project requires compliance with the 2015 Michigan Building Code, MDOT standards, NFPA electrical codes, and local municipality regulations, with the Owner reserving the right to salvage certain items prior to work commencement and the Engineer maintaining final approval authority over all materials, methods, and substitutions.
