About this file
This is Addendum 02 to the bid documents for the Pentucket Solar Project, issued by Pentucket Regional School District in Massachusetts on August 5, 2026. The addendum clarifies bid submission requirements, project scheduling, and contractor logistics for the installation of a 343.17 kilowatt direct current photovoltaic system at Pentucket Middle High School in West Newbury, Massachusetts. The addendum addresses three key questions from prospective bidders: first, it confirms that performance bonds, certificates of insurance, accounting control statements, and OSHA training certifications do not need to be submitted with the initial bid but must accompany the signed Owner-Contractor Agreement; second, it extends the project completion deadline from April 15, 2027, to June 30, 2027, with interior piping work still required by December 31, 2026, and establishes liquidated damages of $1,500 per calendar day for delays beyond the June 30, 2027 date; and third, it clarifies that a stair tower is not required and remains within the general contractor's discretionary means and methods to be proposed on a logistics plan.
The addendum maintains all other previously published bid document requirements, including Addendum 01 released on August 7, 2026, and reserves the Awarding Authority's rights to waive minor bid irregularities, reject non-responsive or unbalanced bids, and make award determinations in the public interest. The extended project schedule reflects industry lead times of four to eight weeks for equipment procurement and accounts for weather-related installation constraints during winter months. No pricing, funding sources, or evaluation criteria modifications are addressed in this addendum.

Pentucket Solar Project PV System for Pentucket MHS
Issued for Bid August 5, 2026 Addendum 02
Questions:
1. The Instructions to Bidders has conflicting requirements as to what is to be included in the bid submission. See Instructions to Bidders Article 4.5.1.1.A (Page 9 of 18) and Article 8.1.2 (page 14 of 18). Please confirm the documents in Article 8.1.2: Payment and Performance Bond, Certificate of Insurance, Statement of Management on Internal Accounting Controls and Statement of C.P.A, Contractor’s Certification as to OSHA training of Employees do not need to be submitted with the bid as these are documents that would be submitted with the contract.
ANSWER TO QUESTION 1: To clarify the requirements and timing for submitting contract documents:
The Payment and Performance Bond, Certificate of Insurance, Statement of Management on Internal Accounting Controls and Statement of C.P.A., and Contractor’s certification as to OSHA training of Employees do not need to be submitted with the bid; these documents must be submitted with the signed contract.
Article 8, including subsection 8.1.2 (page 14 of 18) of the Instructions to Bidders is intended to advise bidders that the documents listed in subsection 8.1.2 are included within the definition of Contract Documents; as clarification, subsection
8.1.2 is revised to read in its entirety as follows:
8.1.2 The entire Contractor’s Bid submission (including but not limited to the Form for General Bid, DCAMM Certificate of Eligibility, Update Statement, Certificate of Corporate Authority, Certificate of Compliance with tax laws, and Certificate of Non-Collusion), and documents submitted with the signed Owner-Contractor Agreement (including but not limited to the Performance Bond, Payment Bond, Certificate of Insurance, Statement of Management on Internal Accounting Controls and Statement of C.P.A. as required by M.G.L. c.30 §39R, and Contractor’s certifications as to OSHA training of employees and contractors) are also included within the definition of Contract Documents.
2. The current schedule has the project completed on 4/15/27. Would it be possible to extend the end date to 6/17/27? Lead times on equipment can be 4 – 8 weeks after approval. Since this project will not likely be awarded until September, product at the earliest would not be on site until November/December. Installing PV during the months of December, January, February and March is not ideal due to weather conditions, specifically ice and snow. Please advise if the end date can be extended.
ANSWER TO QUESTION 2: The Project Schedule requires the following:
Interior piping work to be completed by December 31, 2026.
Project Placed in Service: June 30, 2027 Liquidated damages will be $1,500.00/calendar day for each day after June 30, 2027.
In the Instructions to Bidders, Document 00 02 10, at Article 2, subsection 2.1.6 in each place where the date “April 15, 2027” appears, the date is changed to June 30, 2027.
In the Owner-Contractor Agreement, Document 00 04 00, at Section 4.1, in each place where the date “April 15, 2027” appears, the date is changed to June 30,
3. Please confirm a stair tower is not required for the project.
ANSWER TO QUESTION 3: Whether the general contractor proposes to provide a stair tower or not is the general contractor’s means and methods and can be proposed on a Logistics plan.
A stair tower is not required.
