Justification and Approval for Bridge Contract Extension
This document is a Justification and Approval (J&A) for use of other than full and open competition procedures, specifically an addendum authorizing a 12-month contract extension for an existing HUBZone General Construction Indefinite Delivery Indefinite Quantity (IDIQ) Small Business Set-Aside Multiple Award Construction Contracts (MACC) vehicle.
The Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) seeks approval to extend four existing HUBZone GC MACC contracts (N62473-21-D-1019, N62473-21-D-1021, N62473-21-D-1025, and N62473-21-D-1027) for 12 months from 08 June 2026 through 07 June 2027. The extension covers task orders for new construction, renovation, and repair of Commercial and Institutional (C&I) facilities within the NAVFAC SW Area of Responsibility under North American Industry Classification System code 236220. Projects are executed via Design-Build or Design-Bid-Build methodologies and include facility types such as airport buildings, office buildings, communications facilities, vehicle maintenance facilities, armories, barracks, fire stations, hospitals, warehouses, and schools. Nine contractors were originally awarded contracts on 08 June 2021, with an aggregate contract value of $495,000,000. Only four of the nine original contractors—I.E. Pacific Inc., Peter Vander Werff Construction Inc., SGS LLC, and CJW Joint Venture—retain their small business and HUBZone certification status. The bridge contract is justified due to significant delays in follow-on competitive solicitations caused by government shutdowns, staffing reductions, and acquisition hurdles, creating an unacceptable risk to continuous coverage for the $3,000,000 to $9,000,000 project range. The extension will prevent facility degradation and ensure uninterrupted mission support at Navy installations while successor contract vehicles are finalized.

SAN DIEGO CA 92132-5190
J&A No. 26-29-3
ADDENDUM 01
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW), San Diego, California.
2. Description of Action Being Approved.
The purpose of this addendum is to include CJW Joint Venture; contract N62473-21-D-1027, to the existing bridge. While the initial Small Business Search (SBS) results did not list the prospective awardee, CJW Joint Venture, as a certified HUBZone small business, their managing partner, C J W Construction, Inc., is a certified HUBZone Small Business and is self-certified within the System for Award Management (SAM) website.
In accordance with 13 CFR § 126.616(a)(1), the Small Business Administration does not certify HUBZone joint ventures, but the joint venture should be designated as a HUBZone joint venture in SAM with the HUBZone-certified joint venture partner identified. Because CJW Joint Venture meets these requirements, they are recognized as a qualified HUBZone small business and is eligible to receive a bridge contract.
Request approval to award a modification using other than full and open competition procedures to allow a 12-month extension of the HUBZone General Construction (GC) Indefinite Delivery Indefinite Quantity (IDIQ) Small Business (SB) Set-Aside Multiple Award Construction Contracts (MACC) (N62473-21-D-1019, N62473-21-D-1021, N62473-21-D-1025, and N62473- 21-D-1027) for new construction, repair, and renovation of Commercial and Institutional (C&I) facilities within the NAVFAC SW Area of Responsibility (AOR).
In accordance with the Navy Marine Corps Acquisition Regulation Supplement 5206.104-2-90, an approved Addendum 01 to Request for Authorization of Bridge Contract (signed on 14 July 2026) is provided with this Addendum 01 to the J&A.
3. Description of Supplies/Services.
