List of Acronyms & Terms

ACM Asbestos Containing Materials DNR Department of Natural Resources ECT Environmental Consulting & Technology, Inc.

NVLAP National Voluntary Laboratory Accreditation Program RACM Regulated Asbestos Containing Material U.S. EPA United States - Environmental Protection Agency

The terms/abbreviations used herein are compliant with the definitions referenced by the U.S. EPA publication entitled, “Asbestos Hazard Emergency Response Act”.

“Asbestos” includes the minerals, chrysotile, crocidolite, amosite, anthophyllite, tremolite, and actinolite or any of these minerals that have been chemically treated and/or altered.

“Asbestos-Containing Material (ACM)” means any material containing more than 1% asbestos by weight.

“Asbestos-Containing Building Material (ACBM)” refers to surfacing, thermal system insulation, or miscellaneous building materials that are composed of asbestos of any type and in an amount greater than 1% by weight.

Special Notice - Pursuant to Michigan statutes, and specifically Part 305, the “Asbestos for General Industry Standard” and Part 602, the “Asbestos Standards for Construction”, both standards require building owners/operators to conduct a thorough asbestos building survey if their structures were constructed prior to 1981. This survey must identify the presence, location, and quantity of ACM and/or presumed asbestos-containing material (PACM) within their building structures. Building materials presumed to contain asbestos (prior to 1981) include thermal system insulation (e.g., applied to pipes, fittings, boilers, breeching, tanks, ducts, or other structural components to prevent heat loss or gain) and surfacing material (e.g., sprayed, troweled-on, or otherwise applied to surfaces for acoustical, fireproofing, and/or other purposes). It also includes asphalt and vinyl flooring materials. Contractors can only rebut the designation of a PACM by providing material sampling and laboratory analysis performed in accordance with Part 602, 1926. 1101 (k)(5).

In conformance with the above-referenced Michigan standards, building structures constructed after 1981 are not required to have an ACM inspection prior to renovation/demolition.

Hazardous Material Assessment Report 1

1.0 Introduction

Environmental Consulting & Technology, Inc. (ECT) was retained by the State of Michigan to conduct an asbestos, universal waste(s) and regulated container assessment of the Michigan Department of Natural

Resources (DNR) Building 80951. The subject building is currently an obsolete office /storage building located in Mio, Michigan:

DNR Mio Field Office 191 S. Mt. Tom Road

The purpose of this assessment was to identify asbestos containing materials (ACM), inventory universal waste and regulated containers that will be required to be abated before the respective demolition of the building.

Hazardous Material Assessment Report 2

2.0 Site Description & Historical Use

Building 80951 was constructed in two phases (original building before 1978) and (West Wing after 1984).

Building 80951 was used as an office/storage building for the DNR. Building 80951 for the past few years has been vacant. As such Building 80951 has no value to the State of Michigan operations and is scheduled for demolition during 2021. Building 80951 is located at 191 S. Mt. Tom Road, Mio, Michigan, reference Sheet 1.

In general Building 80951 supports concrete floors, wood framing, block walls, and a mixture of asphaltic/synthetic membrane roofing materials. Building 80951 original structure supports a basement and an elevated floor (second floor) totaling 4,704 ft². The (West Wing) addition covers approximately 2,576 ft².

A secondary generator building and radio tower are also considered part of the assessment area.

The building is currently heated by natural gas, but the original building was likely heated by fuel oil, (suspected 4,000 gallon capacity) under the basement utility room. In addition, a former gasoline underground storage tank (suspected to be 2,000 gallon capacity tank) was historically present proximal to the building for equipment

Hazardous Material Assessment Report 3 fueling. It is also noted that a third magnetic anomaly was defined directly north of the West Wing of the building, but this anomaly is likely as a result of utilities, but may also be a small heating oil underground storage tank (estimated 300 gallons)/ miscellaneous subsurface metal objects. Sheet 1 defines three subsurface magnetic anomalies found at the property.

Utilities:

Water - Private Well Electrical - Above and Below Ground Natural Gas - Below Ground (one main line, with multiple feeds) Internet/Phone Cables - Above and Below Ground Septic - Private Septic Tank and Field

It is noted, the natural gas and electrical feeds support other structures on-site and will need to be relocated / modified before demolition of Building 80951 to prevent utility disruption to other structures no scheduled for demolition.

2.1 Inspection Limitations

All portions of building were inspected with the exception of the interiors pipe runs/pipe joints within the sealed walls. The pipe runs/joints were homogeneous and the volume of the joints were calculated based upon expected pipe line distribution considerations to hot water distribution points. As with all buildings, concealed building materials was assumed to consist of homogeneous materials, unless building surfacing materials showed signs of post-construction alteration.

Hazardous Material Assessment Report 4

3.0 Site Inspection/Assessment

Building 80951 was inspected during April 2021, by Michael T. Hebert, who is accredited by the State of Michigan as an Asbestos Building Inspector (Michigan Accreditation No. A40056, expiration 6/8/2022);

reference Appendix A.

3.1 Lead Paint Assumption

Based upon the age of the building, it is assumed that paint applied to the building materials contains lead. As such composites of the exterior/interior paint was collected to determine the level of lead within the paint(s).

Laboratory data confirms the exterior paint contains lead above 0.5% or the paint associated with the building is defined as lead-based-paint (LBP). Building materials must be appropriately managed and disposed of as containing lead. As such all painted materials are excluded from recycling.

3.2 Asbestos

3.2.1 Available Reference Documents

No existing asbestos documentation was identified for the building. Appendix B presents provided construction design drawing for the structure.

3.2.2 Building Inspection/Assessment

The condition of the inspected building was photographed (reference Appendix C.) The inspected building outline and sample locations established are shown on Sheets 2A through 2E .

The building is supported by cellulose insulation and fiberglass. The window are modern in design and style without caulk matrix. A building contains a mixture of wood and metal insulated doors, but as inspected don’t support fibrous materials.

Laboratory Reports for materials sampled are provided in Appendix D.

Homogeneous building areas were designated based upon age, building floor level, construction matrix, and location. Samples collected to confirm the materials present in the building support or do not support asbestos are described in the following table.

HOMOGENEOUS BUILDING MATERIALS

Area Description

Exterior Block/Siding/Asphaltic and Membrane Roofing

Original Building Basement Concrete Block Wall, Wood Framing/Boards and Fiberboard, Concrete Foundations

Hot Water Heating

Original Building Second Floor Wood Framing/Boards, and Fiberboard

Hazardous Material Assessment Report 5

Based upon the age of materials in the building, or to confirm the inspector’s understanding of a matrix of a given material, samples were collected for asbestos analyses by the inspector.
