About this file

This is Solicitation Addendum 01 issued by the North Carolina Department of Adult Correction (NCDAC) for Unisex Double-Knit Pique Polos to be manufactured at the Columbus Sewing Plant. The addendum modifies the original solicitation (52-IFB-2125045373-MLE) and was issued on May 14, 2026, with a solicitation opening date of June 17, 2026 at 2:00 PM. The solicitation seeks unisex double-knit pique polos in sizes Small through 7X, available in 14 colors with both short and long sleeve options, and with and without pockets for Navy Blue and Red variants. Vendors must submit product samples of one shirt in each size (Small through 7X) for short sleeves and Navy and Red long sleeves to the Plant Manager, Wanda Gerald, at Columbus Sewing Plant, 1201 Prison Camp Road, Whiteville, NC 28472 prior to bid opening. The estimated annual quantity totals 255,000 units across all sizes and colors, with Small, 6X, and 7X requiring 15,000 units per size annually and Medium through 5X requiring 30,000 units per size annually. The contract term is three years on an "as needed" basis with no guaranteed minimum or maximum purchase quantities. Delivery must occur within 30 days of purchase order notification, with domestic sourcing preferred, and vendors must pre-arrange delivery by calling 910-207-9247.

The addendum addresses vendor questions regarding sample resubmission requirements, clarifies that samples previously submitted and approved under the cancelled original bid must be resubmitted for this solicitation, and confirms that rib knit collars are no longer required as Columbus Sewing Plant now manufactures collars from the polo fabric itself. The previously awarded contract price was $3,837,000.00. The addendum specifies minimum specifications for any 100% polyester rib knit collars if provided, including colors (White and Pewter), finished weight of 1 pound per dozen, shrinkage tolerances, dyeing process requirements, and quality standards. Vendors must acknowledge receipt of purchase order notifications within 24 hours, and overages or overshipped quantities will not be accepted. The solicitation requires vendors to be North Carolina registered, possess manufacturer authorization, provide three customer references, and comply with flammability standards under the Flammability Fabrics Act Part 1610. No incumbent vendors are identified, and pricing shall remain firm for one year from the contract effective date.

Vendor Question
State’s Response
If we had sent samples before for this bid and the bid was cancelled, do we need to resend?
1.Usually no — if the customer already received and approved the samples before the original bid was canceled, we generally do not need to resend samples unless one of the factors below changes:
•The specifications, materials, color, finish, or packaging changed
•The approval expired under the customer’s policy
•The customer requests fresh samples tied to the new bid number
•A period of time has passed and they want reconfirmation
•The original samples were tied specifically to the canceled solicitation and not transferable

Note to ask vendor: “Samples were previously submitted and approved under BID #. Please confirm whether the prior sample approval remains valid for the current solicitation, or if resubmission is required.” Be sure to get written approval for your records.

BUT IN THIS CASE SAMPLES WILL HAVE TO BE SENT IN. THIS BID WAS CANCELLED A LONG TIME AGO.

Is there a particular size required for the sample for the long-sleeved Navy and Red polo tops?

The required sample size is usually stated directly in the solicitation under sections like:
•“Samples”
•“Bid Sample”
•“Product Demonstration Model”
•“Requirements”

Note: If the solicitation does not specify a size, the most common practice is to submit one Medium(M) sample for standard evaluation or the exact requested by the contractor. According to the bid contract, all sizes are required for the navy blue short and long sleeves (with and without pockets) and the red polos short and long sleeves.

Please clarify the solicitation requirements, there are specifications for rib knit collars in the bid document.
The rib knit collars are no longer needed. We currently make our own collars from the fabric/material for the color polo.
What was the previously awarded price?
The listed price on the bid contract is $3,837,000.00.
Are there specific quantity requirements for each color?
Not necessarily. Based on what is described in the contract, it appears to specify quantities by size range, not by color.

For example:

Small, 6X, 7X = (quantity amount per year) 15,000 per size Medium through 5X = (quantity amount per year) 30,000 per size

That usually means the contract establishes required quantities per size SKU/category unless it is stated differently. However, wording matters a lot.

For example:

“30,000 units per size per color” = each color must meet that quantity.

“30,000 units per size” = colors can usually vary within that total.

For example:

If Medium has a quantity of 30,000 and there are 5 colors:

Without color language: hypothetically you could do - 20,000 black + 10,000 navy + 0 of other colors. On the other hand, with “per color” language: you could do - 30,000 of each color in Medium.

So, the answer is “NO”. It depends entirely on whether the contract includes separate language about:

•colors,
•size SKUs,
•assortments,
•minimum buys,
•or “each color” requirements.

In which the requirements are only by size quantity according to the bid.

What is the average quantity of each order?
5.The sizes on the bid are Small to 7X.

And the bid quantities are:

•Small, 6X, 7X = 15,000 per size
•Medium through 5X = 30,000 per size

Then the math is:

•3 sizes × 15,000 = 45,000 units
•7 sizes × 30,000 = 210,000 units

Total quantity = 255,000 units a year Now divide by 10 total sizes:

255,000 ÷ 10 = 25,500 So, the average quantity per size/order would be 25,500 units per year.

What is the estimated frequency of order?
You have 10 sizes total from Small to 7X.

The quantities per year:

•Small, 6X, 7X = 15,000 per size
•Medium–5X = 30,000 per size

Total yearly quantity Calculate total units:

•3 sizes × 15,000 = 45,000 units
•7 sizes × 30,000 = 210,000 units

Total yearly units = 255,000 shirts Note: There are 14 colors.

If quantities are spread evenly across colors:

255,000 shirts ÷ 14 colors = 18,214 shirts per color annually (approx.)

Estimated ordering frequency The bid only gives annual quantities, so the ordering schedule is not fixed unless the bid specifies release orders, monthly, quarterly deliveries, etc. It is hard to determine an estimated frequency without the specification sheet.

Typical purchasing patterns for apparel contracts are:

•Monthly
•Quarterly

From my past experiences, most polo apparel bids of this size would be:

•Monthly replenishment orders, or
•Quarterly bulk orders

So, a reasonable estimate would be: 4 to 12 ordering cycles per year with an average release between ~21,000 and ~64,000 units per order.

Important note So, looking over this bid contract, the yearly quantity is probably:

• 255,000 total shirts across all colors and sizes combined.
