About this file
This Addendum 01 document modifies the Invitation for Bid (IFB) solicitation issued by the North Carolina Department of Adult Correction for heather gray t-shirts to be supplied to the Scotland Sewing Plant in Laurinburg, North Carolina. The solicitation seeks competitive bids for nine sizes of heather gray t-shirts (Medium through 5X-Large) with an estimated annual quantity of 936,848 units, ordered on an as-needed basis throughout the year. Vendors must submit eighteen sample units (two of each size) prior to the bid opening on December 18, 2025 at 2:00 PM, with written questions required by November 18, 2025 at 10:00 AM and state responses issued by November 20, 2025 at 1:00 PM. The addendum clarifies that delivery must occur within four weeks of purchase order issuance to the Scotland Sewing Plant at 22385 McGirts Bridge Road, Laurinburg, NC 28353, with vendors required to call to schedule delivery appointments. The contract term is one year with pricing remaining firm for the contract period, and the solicitation indicates an ongoing, release-based contract structure with orders based on Department of Adult Correction inventory needs.
The addendum addresses vendor inquiries regarding fabric composition, confirming specifications require 4.75 oz fabric with 40% Polyester, 50% Cotton, and 10% Black Polyester in jersey knit construction with tubular design and no side seams. Previous pricing for comparable t-shirts ranged from $2.20 to $2.45 each. Vendors may propose their own production and delivery lead times but must confirm compliance with stated specifications; however, if a vendor cannot meet the four-week delivery requirement, they may propose alternative timelines for state consideration. The state requires vendors to maintain five percent of annual quantity in U.S. inventory at all times and mandates that all shirts include only a heat-pressed label with no additional imprinting or labeling, as any further printing will be performed by the state. Manufacturing location, whether domestic or offshore, remains at vendor discretion. Samples must be submitted before bid opening or vendors will be disqualified, and no additional time extensions for sample production will be granted. All other terms and conditions from the original solicitation remain unchanged.

| Clarification The written specification requires 4.75 oz fabric with 40% Polyester / 50% Cotton / 10% Black Polyester, but the picture provided under Section 4.10 shows a 50/50 blend label. Please confirm which fabric composition we must quote and supply:40% Polyester / 50% Cotton / 10% Black Polyesteror50% Cotton / 50% Polyester. |

**The 10% Black Poly is what makes the Heather Color**
Is the preference to have the t-shirts Made in the USA which allow for quicker turnaround times and product availability or does the state simply want the least expensive option that meets the technical specifications as listed in section 5.1 and 5.2 but means an offshore production and longer lead times that will exceed the 4 weeks as stated in section 4.5?
This is at vendors discretion.
4.4 it states "vendor shall deliver FOB to any requested location within the State of NC," but in section 4.5, it specifically states the delivery location is the "NC Department of Adult Correction... Attn: Sharon Jones" If there are multiple NC delivery locations without designated people like Sharon Jones, how will an appointment be scheduled and how will vendor ensure acknowledgement of Lab Test Reports and Flammability Compliance was received? Clarify if it will be a single delivery location.
Sewing Plant 22385 McGirts Bridge Road Laurinburg, NC 28353 must call to schedule a delivery appointment.
DELIVERY It's stated, "The delivery should be received within four (4) weeks of issuance of purchase order." How is the state basing this time frame given offshore production will likely be closer to 60-80 days depending on the production facility location and means of transportation to the CONUS? Or, given the state has a 4 week delivery time frame, does this mean the t-Shirts must be Made in the USA? For this paragraph "For completion by Vendor: Delivery will be made from ___________________________________4-week_ (city, state) within _____ consecutive calendar days after receipt of purchase order. Promptness of delivery may be used as a factor in the award criteria." is the State affording the vendor the opportunity to "dictate" its delivery times based on the manufacturing location and lead times? 4.10 APPROVED PRODUCT LABELS Deliveries
Specification needs to be followed, vendor will need to comply
Will additional time be given to produce samples if needed
No, if the samples are not received the vendor will be disqualified.
