About this file
Addendum #004 for Invitation to Bid (ITB-24-149) is issued by the Florida Department of Corrections (FDC) for a Statewide Disaster Debris Removal contract. The addendum provides comprehensive responses to 35 vendor questions regarding the solicitation, clarifying key details about the procurement. The bid is due on August 14, 2025, at 2:30 p.m. Eastern Time, with contracts to be awarded by county to the vendor with the lowest Grand Total Price. The contract will cover debris removal services across Florida's correctional facilities, with vendors required to respond and begin work within a specified timeframe after a disaster event. According to FEMA guidelines, all work, documentation, and invoices must be finalized within six months after a declared disaster.
The pricing structure requires vendors to submit a complete price sheet (Attachment I) with all applicable fees included, including disposal costs. No pass-through costs will be allowed, and contractors cannot decline activation due to capacity without penalty. The Department has not previously executed a debris removal contract, making this a new procurement. There is no bid bond requirement, and the location of a bidder's headquarters will not impact the award. Vendors must be registered in the Vendor Information Portal (VIP) and comply with all documentation requirements outlined in Section 5.4.1 of the ITB. The contract will be funded through potential FEMA grants, with debris documentation needing to conform to FEMA Public Assistance Program guidelines and Florida Division of Emergency Management requirements.
