About this file
This is Addendum 003 to Invitation for Bid (IFB) 26016 for the James Wood High School New Water Pump Station project, issued by Frederick County Public Schools in Virginia on August 21, 2026. The addendum provides responses to three pre-bid questions submitted by prospective bidders regarding clarifications on the project scope, plans, and specifications. The project involves the complete installation of a below-grade water pump station, controls, emergency backup generator, and piping while maintaining the existing water system operational until the new system is tested and approved. The addendum addresses confusion regarding the CG-9B entrance scope, waterline designations on the plans, and electrical service options for the pump station.
Key clarifications provided in the addendum include confirmation that the CG-9B entrance is part of the scope of work to provide access to the pump station but should only disturb the curb and concrete gutter, not the asphalt roadway or areas outside the Limits of Disturbance. The response to the second question clarifies that only the new 12-inch waterline connected to the tee from the existing waterline and leading to the proposed pump station constitutes new work; all other waterlines shown are existing. For electrical service, the addendum states that Shenandoah Valley Electric Cooperative (SVEC) has not yet been contacted regarding preference between three pole-mounted single-phase transformers or a pad-mounted three-phase transformer, and bidders should base proposals on the higher-cost option (three pole-mounted transformers), with the electrical contractor to coordinate final selection with SVEC during installation.

James Wood New Water Pump Station
IFB 26016
Responses to Pre-bid questions Addendum 003 August 21, 2026
1. Question: Sheet CS3000 – Regarding the CG-9B entrance, the project plans depict the demolition of the new asphalt roadway and curb via the contour line changes. This portion is also well beyond the Limits of Disturbance. Additionally, the plans do not provide for and asphalt detail for the replacement of this roadway. Is this entrance still a part of the scope of work? If so, will you provide an asphalt detail for this project and clarification on if work is to be completed outside of the LOD?
Response: The entrance is a part of the scope of work in order to provide access to the pump station, however, the asphalt should not be disturbed. The contour lines shown in the darker color on sheet CS300 are existing contour lines from when the street was recently constructed. The contour lines are a darker color to show how the new entrance will be incorporated into the existing roadway. Since the entrance should only be disturbing the curb and concrete gutter there is no need to provide an asphalt detail. No work should occur outside of the limits of disturbance on sheet
CS3000.
2. Question: Sheets CS1000 and CS3000 – The plans shows light grey ink for existing waterline and darker black ink for new waterline/components. Sheet CS1000 “Existing Conditions” shows the waterline running parallel to Apple Pie Ridge Rd, the tee branch running to the storage tank, the wye branch running to the parking lot and the 90 bend running parallel to the parking lot, including two fire hydrants, as the “new” dark black ink color. However, all aforementioned waterlines are the light grey “existing” color on sheet CS3000. Please clarify what is existing and what is new.
Response: The only new and proposed waterline on this project is the waterline that is connected the tee from the waterline heading to the water tank and leads to the proposed pump station that then connects to the waterline heading to the school, see attached sheet. All of the waterlines seen on sheet CS1000 are existing. See attached plan
3. Question: Sheet E2 - Has there been any communication with the utility company?
Drawing E-2 shows (3) pole mounted transformers, has Shenandoah Valley Electric confirmed this is the course of action they would prefer? Is there a point of contact at SVEC that is familiar with this project?
Response: No, SVEC has not been contacted. To expedite these design drawings, we showed two options for service to the Pump Station. One option is (3) pole mounted single phase service transformers. The other option is for a pad mounted 3-phase service transformer. Electrical Contractor shall work with SVEC during installation to determine which option SVEC would prefer to install and then provide all materials and labor for that option. For this bidding process provide bid based on higher cost option.
