About this file

This document is an Addendum to Invitation to Bid (ITB) FDC ITB-23-105 issued by the Florida Department of Corrections (FDC) for Temporary Pharmacy Staffing services. The ITB seeks Responsive Bids from Responsible Vendors to provide temporary staffing of Pharmacists and Pharmacy Technicians at FDC pharmacies. The Addendum includes the FDC's written responses to vendor questions and revisions to the ITB, such as changes to the vendor responsibilities and the basis of award. Bids are due by December 18, 2023, at 2:00 p.m. Eastern Time. The FDC intends to award a single contract to the vendor submitting the responsive bid with the lowest grand total price.

The Addendum provides details on the current temporary pharmacy staffing, including the FDC currently employing four temporary pharmacy technicians and one temporary pharmacist. The FDC's budget for this contract will be based on the bids received. Vendors are required to submit all mandatory documentation, including the price sheet, vendor contact information, and drug-free workplace certification, to be considered a responsible bidder. The FDC does not have a preference for local vendors and will not award additional points for minority business enterprise partners.

Addendum #001 3 FDC ITB-23-105

Question Number

Question Answer

Please provide data around the current vacancies for this contract.

Vacancies vary based on the Department’s needs. The Department currently has no vacancies for Temporary Pharmacists and Pharmacy Technicians.

15 Please confirm this RFP will award one singular vendor. Please see the Department’s answer to Question Number 5.

Can you please provide the standard/typical working hours/schedule within the various prison settings?

Monday through Friday, 8:00 a.m. to 4:30 p.m. Eastern Time.

Please advise as to the required security clearance required for each Pharmacist and Pharmacy Techs. And the typical length to process said clearance.

The Department requires the Vendor to complete a Level II background screening for all Temporary Pharmacists and Pharmacy Technicians.

The typical length for completion varies based on Vendor processing.

Pricing is all-inclusive, yet services cover the entire state of Florida. Would the Florida FDC consider a separate line item for travel reimbursement with limitations (i.e., fuel for traveling more than 75 miles to the service facility)?

No, Vendors must submit Bids that include all travel to and from the Service Locations.

Performance Measures (page 14): Typically, a security clearance can take between 45 - 90 days to process, yet performance measures require the vendor to place Pharmacist and/or pharmacy Techs "ON LOCATION" within two (2) business days of the Department's request;

otherwise, be penalized, which is impossible if a standard credentialing process is required (45–90-day process). Does FDC mean that the vendor must present a candidate to the requesting facility within two (2) business days?

The Department requires that the Vendor provide a Temporary Pharmacist or Pharmacy Technician ready to work within two (2) Business Days of the Department's request. To meet this requirement, Temporary Pharmacists and Pharmacy Technicians should be pre-cleared for the Level II background screening.

Are there any limitations on the number of potential candidates that can be processed through the security clearance (eQIP) process?

Are the clearances processed by the support personnel at each facility or a primary/central location?

No, there are no limitations on the number of potential candidates that can be processed.
