About this file
This is Addendum #2 to the Request for Proposal for Custodial Services issued by Newaygo Public School District, dated January 15, 2020. The addendum clarifies the scope of custodial services across three school buildings—a high school, middle school, and elementary school—with current staffing levels of 92.5 hours per day distributed among evening custodians, day porters, and a supervisor. The district currently operates with no major staffing or cleaning concerns and maintains adequate staffing levels. Snow removal is limited to areas immediately outside entrance doors and front walks rather than all walkways. Floor stripping and sealing occur on breaks and summer months, with main corridor hallways stripped yearly and classroom stripping performed as needed. Carpet cleaning is completed during summer months and as needed over breaks. The district provides all custodial equipment, including a lift available only with maintenance staff supervision, and snow blowers; however, the contractor must supply cleaning chemicals, solutions, applicators, paper towels, and general cleaning supplies. The contractor is not responsible for refinishing wood gym floors.
The current contract amount is $32,490.72 per month, with average worker wages at $11.18 per hour. The district prioritizes quality workmanship and competitive pricing that fits within the school budget rather than the lowest bid alone. Pricing considerations should include all benefit costs and other expenses related to the total contract price. The decision-making committee includes representatives from maintenance, the business office, and the facilities committee. The district supplies consumable products such as toilet paper, garbage bags, and hand towels for facility restocking. Second-year pricing for consumables will be provided upon award rather than included in proposals. Billable events are optional and subject to negotiation in the new contract. Ten contractors attended the walkthrough meeting, including West Michigan Janitorial, Hi-Tec Building Services, GRBS, CSM Services, Enviro-Clean, VHM Enterprises, The DM Burr Group, Auxilio, Axium, and Professional Building Services.

RFP for Custodial Services
Newaygo Public School District
Addendum # 2 Dated 01/15/2020
The bidding Documents are modified, supplemented or augmented as follows and this Addendum is hereby made a part of the proposed Contract Documents.
1. Does the District have any issues with current staffing or cleaning that need to be addressed?
a. No current concerns with staffing and the levels of staffing. There always seem to be improvements that can be made, but there are no major concerns that we have at this time with cleaning.
2. What are the current Staffing levels? Are they adequate? What are the pay scales?
a. See Attachment AD-Al for current staffing levels. The average wage currently is at $11.18 per hour.
3. Does the District own any of the equipment seen at the walkthrough? Are the contractors allowed to use that equipment?
a. The district owns all of the equipment seen on the walkthrough. Any cleaning equipment that the district owns is available for contractors to use.
4. Does the District own a lift for the high ceilings and windows that need cleaned?
Can the contractors use that lift?
a. The district does own a lift, but is only available for use with the maintenance staff's supervision.
5. What role will pricing play in the final decision? Is Newaygo looking for the lowest bid or quality workmanship?
a. Pricing will play a role in the final decision. We are looking for the best quality workmanship and a completive price that fits into Newaygo Public Schools budget.
6. Page 8 of the RFP shows that the Contractor is to provide cleaning equipment.
On the walkthrough Bud mentioned that currently the District is providing the cleaning equipment. Is the intention that the contractor or the District provides cleaning equipment?
a. Currently the district supplies the cleaning equipment (ex: vacuums, floor scrubber, carpet extractors etc...) and the contractor will supply any supplies/solutions needed for that equipment and any other supplies for cleaning that may need to be done.
7. If the contractor is to provide equipment, should the cost of snow blowers be included in the proposals or would those be provided by the District?
a. Newaygo Public Schools is providing the equipment needed. No snow blower needs to be included in the proposal. The district has snow blowers available.
8. Pg 10 of the RFP states the contractor is to provide supplies (chemicals, solutions, brooms, etc.). The pricing sheet asks for a price if the contractor was to start providing consumable products (hand towels, hand soap, trash liners, etc.) but also lists supplies in this paragraph. Based on what is stated earlier in the RFP this would already be being provided by the contractor. In the base pricing is the contractor to include the cost of supplies?
a. We are expecting the contractor to provide any chemicals, necessary applicators, paper towels, and cleaning supplies that may be needed to upkeep the facilities.
NPS will supply the consumable products such as toilet paper, garbage bags, hand towels etc... .for restocking of facilities.
9. Page 12, 5.04 lays out that the cost of benefits is to be included in pricing. Should the cost of health coverage be included in the base pricing or broken out and billed on a per-participant basis?
a. Please include anything in your proposal that would be included in your total contract price for Newaygo Public Schools.
10. Do the 3 school buildings require day staffing to patrol buildings, help with setups, clean up spills? If so, is the District looking to have each school building staffed by and 8 hour per day custodian (one each)?
a. Attachment AD-Al is the current staffing for each building with hours. We currently have 2 day porters that are available to assist as needed one with 8 hours and one with 7. This is sufficient at this time.
11. During the walkthrough Bud mentioned that snow removal is to only include immediately out from the entrances. Some areas of the RFP call for clearing of all walks. Can we have conformation that the intent of RFP is to only have the contractor clear outside of entrances?
a. Snow removal is expected outside entrance doors and the front walks of the buildings.
12.1s the contactor responsible for the refinishing of wood gym floors?
a. No, the contractor is not responsible for refinishing the wood floors.
13. Who are the decision makers reviewing the proposals?
a. Maintenance, Business office, facilities committee.
14. You are asking for a second-year pricing for consumables, would you like that included or provided upon award? If included do you have consumable usages available?
a. This can be provided upon award.
15. Are there billable events?
a. There is an option for billable events, and this could be negotiated in a new contract
16. What is the cleaning schedule for the transportation building and administration building?
a. Currently both transportation and administration are cleaned twice per week.
17. Do sports events need cleaning after the event or will cleaning the next day be acceptable?
a. Sporting events need to be cleaned up after the event as we generally have students in the buildings the next morning.
18. According to the RFP: The Contractor will be responsible for specified stripping and sealing of floors, carpet cleaning, cleaning draperies and blinds, upholstered furniture, and cleaning walls and doors to the frequency listed in the specification without exception. All manufacturer specifications shall be followed. RFP Refers to: 2b. Custodial Services and Frequency Schedules. I do not see any frequency schedule for Stripping, Carpet etc. Is all done on breaks and summer months as usual?
a. Yes, the stripping and carpet cleaning are done on breaks and summer months.
As far as frequency, yearly for floor stripping of hallways (main corridors), classrooms as needed/requested. All carpets are cleaned in the summer months, and as needed over breaks.
19. What is the current contract amount?
a. The current contract is at $32,490.72 per month.
20. Is it possible to post the contractor sign in sheet?
a. Attachment AD-A2 is attached with the contractor's information who were in attendance.
