A2 All specifications are included in the RFP and subsequent addenda.

Q3 What is the estimated construction budget?

A3 Morgan County does not disclose budget in an open bid.

A4 All requirements of this RFP must be met as described in the document. Only those who attended the pre-bid for this RFP are eligible.

Q5 Who is the required manufacturer for the TPO membrane?

A5 Any manufacturer that meets the specifications is eligible.

Q6 JM allows leaving existing TPO in place, if cut into 10'x10' squares, and install new coverboard and TPO over the existing. Is this something the county would consider?

A6 Existing TPO must be removed per the scope.

Q7 When do you anticipate award? And start? How many days to complete?

A7 Award is anticipated within two weeks of bid opening, but is subject to change based on a vote by the Board of commissioners. Refer to the contract section 3: Time for Performance.

Q8 Who will be responsible for interior cleanup, if any is required?

A12 Yes

Q13 Is this project subject to any Davis bacon or prevailing wages? Certified payroll?

A13 No

Q14 Does the walk pad need only to form a pathway around it or leading to other units i.e., do you want the new walk pad to Recreate the existing pathway?

A14 Walk pad will be replaced in kind plus an additional 50'

Q15 I am unable to attend either pre-bid meeting but would like to bid on this project. Can a third meeting be organized?

A15 No, only contractors who attended one of the two pre-bids will be eligible.

Q16 Existing Roof System and Manufacturer: What manufacturer installed the adjacent roof system that was completed within the last 12 months?

A16 Please refer to the existing roof warranty in the RFP package.

Q17 Existing Roof System and Manufacturer: Can the engineer confirm the exact membrane system currently installed (manufacturer, membrane type, attachment method)?

A17 No. The County does not have these records.

Q18 Existing Roof System and Manufacturer: Will the county require the new work to be installed by a manufacturer-certified installer of the same system?

A18 The contractor will be required to be certified by the manufacturer they use.

Q19 Existing Roof System and Manufacturer: Please provide the existing manufacturer warranty documentation referenced in the RFQ.

Morgan County Board of Commissioners

A19 The warranty for the adjacent roof was included.

Q20 Warranty Continuity Requirements: Does the manufacturer require that the same contractor who installed the adjacent roof perform the tie-in work, or can any certified installer perform the work?

A20 The contractor will replace the expansion joint in full and make a time in approved by their own manufacturer that does not violate the terms of the warranty on the adjacent roof.

Q21 Warranty Continuity Requirements: Has the manufacturer already been consulted regarding tie-in details between the existing roof and the new system?

A21 Yes, but each manufacturer has their own details and requirements. The Contractor will need to submit a detail approved by their manufacturer for approval.

Q22 Warranty Continuity Requirements: Will the manufacturer require a pre-construction inspection prior to work beginning?

A22 The County is not aware of this requirement. The contractor will be required to provide a warranty for their scope of work per the scope and may not perform work that would void or harm the warranty on the adjacent roof.

Q23 Insulation Replacement Scope: The RFQ indicates approximately 8,458 board feet of potential insulation replacement identified via IR scan. Can the IR scan report be provided for review?

A23 This quantity should be considered an approximation of potential replacement. Actual quantity will be based on exposed condition and is subject to approval for payment by the board foot. A report is not available at this time.

Q24 Insulation Replacement Scope: Does the insulation replacement quantity include multiple insulation layers or only the top layer?

A24 It includes all insulation necessary but is based on a 2" depth. Actual quantity will be based on exposed condition and is subject to approval for payment by the board foot.

Q25 Insulation Replacement Scope: If insulation replacement exceeds the 8,500 BF allowance, will additional replacement be compensated at the same unit price per board foot?

A25 Yes. Actual quantity will be based on exposed condition and is subject to approval for payment by the board foot. Contractor is not guaranteed 8,500 BF of replacement.

Q26 Drainage Improvements: The scope references enhancing crickets and establishing sumps at drains. Should bidders assume tapered insulation modifications are included in the base bid?

A26 Yes, but additional insulation required to make the taper modifications will be paid by the board foot.

Morgan County Board of Commissioners

Q27 Drainage Improvements: Is there a minimum slope requirement for the corrected drainage areas beyond the 1⁄2” per 12 noted in the RFQ?

A27 Contractor should meet all requirements in the scope and necessary for the manufacturer to warranty the work.

Q28 Recovery Board Requirement: The RFQ specifies installation of a 1⁄2" high-density recovery board. Is this to be installed across the entire roof area or only in areas where insulation is replaced?

A28 The entire roof.

Q29 Skylight Replacement: The RFQ includes replacement of 38 skylights (nominal 4' x 4').

Are shop drawings or specifications available for the existing skylight curbs?

A29 Building drawings are not available.

Q30 Skylight Replacement: Are bidders required to provide new curbs, or are existing curbs assumed to remain?

A30

Existing curbs are expected to remain. However, the contractor must make all modifications or enhancements required by both the manufacturer of the skylights and TPO to obtain warranty certificates. If there is corrosion or damage requiring replacement or rebuild, this would be out of scope.

Q31 Skylight Replacement: Should skylight replacements be included under the roof manufacturer warranty?

A31 Each may have their own warranty as long as both are active and do not compete.

Q32 Security and Work Area Restrictions: Can the engineer clarify working hour restrictions for areas located over inmate recreation spaces?

A32

The work will generally be scheduled a week ahead of time and inmates will be moved to an unimpacted cell block. While expected to be isolated occasions, if multiple cell blocks must be impacted at one time, an abbreviated schedule will be required. This will be dictated by Sheriff’s Office at that time.

Q33 Security and Work Area Restrictions: Will the county provide security personnel or escorts when work occurs near secured areas?

A33 Contractors are not expected to come into contact with inmates and secured area access will be very limited with a representative of the Sheriff's Office present.

Q34 Lightning Protection: Is the lightning protection system currently UL certified?

A34 We do not have this information. Everything touched by this scope of work must follow the RFP scope.

Morgan County Board of Commissioners

Q35 Lightning Protection: Is a UL-certified lightning protection contractor required for removal and reinstallation?

A35 All requirements of the scope and special provision must be adhered to.

Q36 Construction Logistics: Are there designated staging areas for materials and dumpsters on site?

A36 Yes. There is a fenced staging area and an unfenced staging area.

Q37 Construction Logistics: Are there weight restrictions for equipment or crane access around the facility?

A37 Equipment should be kept within reason for a project of this size and should not cause damages to facilities There are not set weight limits.

Q38 Bid Pricing Clarifications: The bid tabulation form lists insulation replacement as a unit price item. Should bidders include all labor, disposal, and replacement materials within the board foot unit price?

A38 Price should include all work required to perform the stated scope of work.

Q39 Bid Pricing Clarifications: Are temporary dry-in measures expected to be included in the base bid?

A39 Yes. At no time can the contractor expose any interior spaces to the elements outside of the active work. Contractor will be held responsible for damage caused by insufficient temporary dry-in.

Q40 Maintenance Agreement: The RFQ references a 5-year maintenance agreement.

Should this be included in the base bid or listed separately?

A40 All work and incidentals necessary to complete the full scope of work should be included in the bid price whether specifically stated or not.

Q41 Schedule: Is there an anticipated Notice to Proceed date?

A41 It is anticipated to be within two weeks of bid opening but subject to a vote by the Board of Commissioners.

Q42 Schedule: Are there any seasonal or operational restrictions that could affect project scheduling?

A42

Work will only be permitted on Saturday from 8 AM to 4 PM. No work will be permitted on Sunday. Additional restrictions may apply depending on the roof location work is performed.

Morgan County Board of Commissioners

Q43 Will all gutters, downspouts and leader heads be replaced?

A43 As long as they are in good shape they will not be replaced. Leaders heads should be refinished on the interior and resealed. Gutters and downspouts in the access building on the roof will be replaced in kind.

Q44 Can we get details on the flashing below the insulated panels on the roof access structure?

A44 TPO will fully wrap just below the insulated panels and counter flashing will be installed. Please provide a shop drawing detail prior to installation.

Q45 Will the HVAC units need to be lifted?

A45 No, full TPO wrap of all exposed curb will be required but units will not need to be moved. Details must be provided prior to install for approval.

Q46 There are two expansion joints, can we get details on replacement?

A46 All expansion joints must be fully replaced per manufacturer directions. This should include upper and lower TPO layer and backer rod. Details must be provided for approval prior to installation.

Q47 There are multiple HVAC units with coolant lines that appear to be the source of leaks, how should we handle these?

A47 All coolant lines and roof penetrations will be resealed per manufacturer requirements. Coolant lines should receive a two piece custom shepherds hook cover that allows rain water to run off. Openings should be fully sealed.

Q48 Can we have an example of what is being required for lightning protection?
