About this file
This document is an addendum providing vendor questions and answers related to a Request for Proposal (RFP) issued by Mt. Hood Community College in Oregon for Comprehensive Campus Facilities Plan Development Services. The RFP seeks qualified firms to develop a 10-year campus facilities plan, including conducting focus groups, developing conceptual drawings and schematics with alternatives, and preparing a final plan report. The College anticipates completing a draft plan for review by June 30, 2023 and plans to align the planning process with their architect partners. The final plan will go through review channels with the City of Gresham and Multnomah County, as well as community and public review.
The addendum provides details on the information the College will provide to the selected team, including existing master plans, facilities condition assessments, and other planning documents. The College indicates that the Strategic Enrollment Management Plan and Academic Plan currently in development will be made available during the information gathering process. The College has a budget allocated for this initiative but does not provide a specific target budget amount. Pricing is requested to be broken down by the four phases of the scope of work deliverables, with additional details on hourly rates for key personnel.

ADDENDUM No. 1
Comprehensive Campus Facilities Plan Development
Request for Proposal # 10102022
October 25, 2022
VENDOR QUESTIONS AND ANSWERS TO QUESTIONS
Q1. Does the college have an overall schedule for the planning work in mind?
Answer: While typical master planning processes can take 1.5 - 2 years, we have a lot of information gathered from the previous master planning initiatives, as well as updated documents on enrollment, strategic planning, and academic plans. With all of these being available, we are ideally targeting a draft plan for review by June 30, 2023. We will align with our architect partners on the timing and will build the schedule in a cooperative effort to ensure the success of the plan.
Q2. Is the intent that the plan will ultimately be submitted for land use approvals to the City, or is the report an internal document only?
Answer: Since it is an update to the existing master plan which was submitted to the City of Gresham and Multnomah County, this one will go through those review channels as well as general community and public review.
Q3. What existing information will the College provide to the selected team regarding current infrastructure systems?
Answer: We will provide the college planning tools, the 2010 campus master plan, the 2014
Maywood master plan, and the 2015 Facilities Condition Assessment that has had updates from
College Facilities.
Q4. Can the Maywood Master Plan be made available for review at this time?
Answer: Yes, we can add it to the addendum of items.
Q5. Are the facility master planning samples requested by the RFP excluded from the 50-page length limit?
Answer: Yes. Please submit those separately or you can provide a link.
Q6. The RFP references a few documents that our team couldn’t find online. Will the Strategic Enrollment
Management Plan and developing Academic Plan be made available to teams looking to bid on this project?
Answer: They will not be available for the bid process, but will be made available during the actual process of information gathering for the plan development.
Q7. Are you able to share your target budget for completion of the Plan?
Answer: There is money budgeted to support this initiative. MHCC focus is finding the right partner to complete the 10 year plan.
Q8. You note the development of the Academic Plan is underway – is there an expected timeline for completion?
Answer: It is in process and anticipated to be completed by March 2023.
Q9. The RFP mentions that the College has completed a Facilities Condition Assessment – can you indicate when this was completed and if any updates are envisioned?
Answer: It was completed in 2015, and the original report will be made available during the information gathering process. The Capital planning report has had updates in completion and pricing since 2015, but will likely need review/adjustment during this process.
Q10. Do you have any further guidance on how you’d like the pricing to be broken down (this would aid your ability to easily compare submitter’s pricing.)
Answer: The estimated pricing should be broken down to the 4 phases of the scope of work deliverables, with an extra sheet of hourly rates for key individuals that might be utilized during this process.
1. Coordinate with the Campus Facilities Plan Steering Committee at key steps of the planning process. The College anticipates a minimum of ten meetings with the Committee and a presentation of the final plan to the College's Board. Deliverable: Final presentation to College Board.
2. Conduct a minimum of four focus groups or charrettes with College representatives and community partners to derive input for plan concepts and elements. Deliverable: Draft and final technical memorandum summarizing input from College representatives and community partners.

These drawings and schematics shall include conceptual facility footprints and circulation, vehicular circulation and parking, campus edges and gateways, wayfinding and signage, open and green spaces, and topography, along with notation of relevant infrastructure, regulatory, environmental, and community concerns.
Lead discussion on the pros and cons of the various alternatives. Deliverable: Final conceptual drawings and schematics with a technical memorandum summarizing the discussion of the various alternatives.
