About this file

This is Addendum No. Four to an Invitation to Bid (ITB No. 00002419) issued by the City of Portland, Oregon's Procurement Services for Emergency Property Damage Response Services. The addendum extends the bid due date to Tuesday, October 15, 2024, at 2:00 p.m. and includes a revised Pricing Schedule that was not included in Addenda No. Two. The services requested involve emergency property damage response, including labor and materials for property stabilization and debris removal. Bidders must submit the revised bid form as part of their proposal, and all respondents are responsible for conforming to the requirements outlined in this addendum.

The revised Pricing Schedule requires bidders to submit fixed unit rates for labor, materials, and services including regular and holiday hourly rates for on-call 24/7 personnel; material costs for plywood, dimension lumber, hasps, locks, and dumping/debris removal fees; and a percentage markup over cost for lumber. Labor rates include overhead, miscellaneous surcharges, demobilization, and actual labor charges. Rates are firm for the first year of the contract term and may be adjusted annually based on the U.S. Bureau of Labor Statistics Consumer Price Index (CPI) Series ID CUURS49DSA0 for the Seattle-Tacoma-Bellevue area, with adjustments made no more than once per year. Disposal fee rates may be increased once every six months if supported by documentation showing increased disposal costs, with increases capped at 20 percent. Tire removal rates are tiered by rim size, with separate pricing for passenger/light truck tires (less than 18 inches), semi-truck tires (18 inches or larger), and oversized tires (24.5 inches or larger). Questions regarding the solicitation should be directed to Cynthia Phillips, Sr. Procurement Specialist, at 503-823-8299.

For each year thereafter, rate may be adjusted per U.S. Bureau of Labor Statistics Consumer Price Index (CPI) Series ID CUURS49DSA0: All items in Seattle-Tacoma- Bellevue, WA, all urban consumers, not seasonally adjusted, with each August serving as basis for comparison (https://www.bls.gov/regions/west/data/xg-tables/ro9xg01.htm, or as later updated). For example, the value for August 2019 was 280.286, the value for August 2020 was 284.905, which represents an increase of 1.65%, therefore rates for following year may increase by 1.65%.
