About this file

This document is Addenda No. 1 for RFP 8201 OQ issued by Orlando Utilities Commission (OUC) for Vegetation Management Consulting and Inspections services. The addendum addresses clarifications and questions from potential proposers, covering detailed specifications for vegetation management consulting work. The services include annual electrical utility vegetation inspections of approximately 200 miles, which historically takes 4-6 weeks with a team of 4-6 inspectors, and various as-needed consulting services. The document outlines specific role requirements, including minimum qualifications for positions such as Arborist, Forestry Technician, Certified Arborist, Urban Forester, and administrative support.

The pricing will be based on hourly rates for listed positions, with OUC emphasizing that this is not a full-time position but a project-based service. The vendor will be required to provide their own technology, field computers, and typical forestry/arboriculture equipment. OUC explicitly states a preference against subcontracting, indicating that any affiliates or subsidiaries should submit separate RFP responses. The scope includes field inspections, report preparation, data transfer, and potentially tree risk assessments, with no provisions for storm response or remote sensing technologies. Consultants will be expected to flag trees of concern, photograph them, and provide location information in inspection reports.

Supplier Questions Committee Responses

How many full-time year-round positions does OUC foresee needing the consultant to provide?

Not a full-time position. Inspection services are hourly and performed annually. Consulting services are hourly and typically on an as needed basis due to it being project based.

a. What roles would these positions fall under: For example, Urban Forester/Forester, RCA, Arborist etc.

Inspector or Vegetation Management Consultant

Annual Services: Electrical Utility Vegetation Inspection – Historically, how many months did it take to complete the 200 miles?

Typically a team of 4-6 inspectors takes 4-6 weeks (assuming a 40 hr work week) to complete the inspection, with additional time for a project lead to draft a inspection report.

For as-needed services such as Assessments of Standards, how much time from the initial request would the consultant have to provide forester for field verification?

For normal situations 1-2 weeks would be permissible.

However, urgent situations may require a quicker response.

Could OUC provide their minimum requirements for the various positions listed on the price schedule?

a. Arborist / Forestry Technician 2 years of field experience in arboriculture or forestry.

b. Certified Arborist (CA) • Registered Consulting Arborist (RCA.)

Minimum requirements would be to meet the ISA CA or ASCA RCA requirements for the certifications.

c. Certified Arborist Utility Specialist Minimum requirements would be to meet the ISA requirements for Utility Specialist.

d. Urban Forester / Forester Four year degree in forestry, horticulture, arboriculture or related field and a minimum of 5 years experience in utility arboriculture.

There is not a Vegetation Management Consultant line on the price schedule. Where should those rates be entered?

Rates are being sought for the positions listed on the Price Schedule.

Will the Vegetation Management Consultant be a full-time position? If not, how many hours weekly does OUC anticipate the VMC working?

Not a full-time position. Typically a team of 4-6 inspectors takes 4-6 weeks (assuming 40 hr work week) to complete the inspection, with additional time for a project lead to draft a inspection report. The On-going and As-Needed Services depends on budget and if situations arise that the services are necessary.

Could you list any requirements and scope of work for the administrative position?

Assistance with report preparation and/or transfer of data between field inspections and final reporting documents.

Can you provide any historical data detailing the average hours required for each labor position?

No

9 Are there any related bid tabs available for review? Submit a formal request to recordscustodian@ouc.com.

Will the consultant be utilizing any remote sensing or other similar technologies while performing the tasks in the scope of work?

No

Does OUC have an internal software program or other technology that will be used by the consultant? Will the consultant be required to supply their own field computers?

Consultant will be required to utilize their own technology and field computers. Generally trees of concern identified during the inspection are flagged, photographed, and location information is provided on the inspection report.

Are there any special tools that will be required? Typical forestry/arboriculture field equipment as well as laptop with Microsoft Office and Adobe will be required.

How many consultants will be needed to fulfill the responsibilities in the scope of work? Typically a team of 4-6 inspectors takes 4-6 weeks (assuming a 40 hr work week) to complete the inspection, with additional time for a project lead to draft a inspection report.

What are the hours and expectations during storm response efforts? Do you need separate priginc for storm hours? Would you need pricing for external resources to support during storm responses?

Storm response has not typically been included in this scope.

Would the chosen consultant be able to provide other/remote professional guidance for IVM plan implementation and expert witness testimony? Or would the onsite consultant be required to fulfill all of those duties?

This is not a full-time position and it is expected that the selected consultant will have a team that can provide the services outlined. IVM plan implementation or expert witness testimony may require site visits.

If a contractor has affiliate subsidiaries who will carry out the work dependent upon the specific scope, how does OUC prefer that to be addressed in the bid response (for example, include contractor "and affiliates" in the contract; list as approved subcontractors; etc)?

OUC prefers that this work is not subcontracted. The subcontractor or affiliate should submit a separate response to the RFP.
